    Title: 從出口品品質改變之觀點探討全球金融風暴對東亞區域內貿易結構之影響
    The Effects of Financial Crisis on Intra-Regional Trade Structure in East Asia Economies: from the Perspectives of Product Quality Changes

    Abstract: 全球金融風暴後，東亞各國對區域內出口市場更加依賴。尤其在面對歐美出口品的競爭下，東亞區域內市場的競爭程度更加提高，也因而促使東亞各國之出口結構相應地調整。傳統貿易理論告訴我們，進口競爭將促使一國的生產朝向具有比較利益的產品調整。在過去的相關實證文獻裡，絕大部分的研究主要針對「產品項目」之間的比較利益加以分析。事實上，同一品項的產品存在著不同品質水準的垂直性差異，各國在同一產品項目的「產品品質」之間亦具有生產的比較利益，然而從「產品品質」的比較利益進行分析的文獻卻極為少見。有別於過去的研究，本計畫將一國之出口品的品質在標的市場的相對競爭力以及其出口結構調整的關聯性納入考量，以探討全球金融風暴後，東亞區域內貿易結構的變化。其中納入討論的國家包括中國、台灣、南韓、日本、新加坡、印尼、馬來西亞、菲律賓、泰國以及越南等十國。
    本研究之主要目的有二：（1）運用全球貿易資料衡量出各國出口品的品質位階，並據此描述各國出口品在各個標的市場的品質相對競爭力。（2）以東亞十國之貿易資料進行實證分析，討論全球金融風暴後，東亞十國在面對來自歐美的產品與區域內產品的進口競爭下，其出口品於標的市場的品質相對競爭力與其出口結構調整的關聯性。
    在研究計畫的重要性方面，本研究計畫從東亞各國出口品的品質相對競爭力來討論其出口結構的調整，具有重要的經濟與政策意涵。就經濟涵意而言，產業內貿易與區域內貿易是東亞各國貿易的主要特徵。伴隨著區域內產業的移轉與產業加值鏈的緊密連結，將帶動各國經濟發展與產業升級。本研究計畫從出口品品質的角度分析東亞各國面對區域內市場競爭的出口調整是極為重要的分析面向，但是截至目前為止，相關的實證研究非常缺乏。就政策涵意而言，東亞區域為我國的重要出口市場，在整體區域的產業加值鏈中台灣亦扮演重要角色，本計畫之研究成果將能提供相關經貿政策擬訂之參考。
    After global financial crisis occured in 2008, East Asian countries rely more on intra-regional exports market. Especially, facing imports competition from U.S. and European countries, import pressure in the East Asian escalates. The purpose of this research is to investigate the effects of financial crisis on intra-regional trade structure in East Asia economies. To reach the goal, this research explores this issue from the Perspectives of Product Quality Changes. Ten countries will be examined in this research, including China, Taiwan, South Korea, Japan, Singapore, Indonesia, Malaysia, the Philippines, Thailand and Vietnam.
    Conventional theories of international trade imply that import competition drives countries to specialize in comparative advantage across products. In reality, there exists vertical differentiation within products, i.e. product quality differentiation. Specialization is also motivated by comparative advantages within products. In the past literature, most studies focus on comparative advantages across products. This research instead will concentrate this issue on the role of product quality. Specifically, this research will come to the following two objectives: (1) Use global trade data to measure the product quality for the country-specific exports, and accordingly to describe export country’s relative competitiveness of product quality in the export destination markets. (2) Data in ten countries in the East Asia are used to empirically analyze the product quality adjustments when these countries suffered import competition from U.S. and European countries after global financial crisis occurred in 2008.
    The countributions from this research include economic and policy implications. For economic implications, this research from the viewpoint of product quality to analyze the relationship of import competition and export changes is extremely important, but so far, very rare empirical studies have been done. For policy implications, the East Asia is our major export markets, and Taiwan also plays an important role in the industrial value-added chain of the East Asian region. This research will be able to provide recommendations to the formation of related economic policy.
