    摘要: 隨著經濟不斷發展,近幾年來受到全球暖化的影響日益加劇,對此環保意識逐漸抬頭,而聯合國永續發展目標(Sustainable Development Goals,SDGs)亦有多項指標對於環境保護有所規範。而對於能源之永續發展,各國也無不致力於發展其具有優勢的再生能源。台灣的能源產業有超過97%源自於國外進口,因此能源安全及致力於開發替代能源自始至終是能源政策的首要目標。台灣具有潛力開發的再生能源有太陽能、風能、生物質能、海洋能(波浪能、潮汐能)、地熱能、水力發電等六項再生能源,考量到國外再生能源發展之技術成熟性及台灣本島地狹人稠等諸多特性,離岸風力發電為永續能源之最佳選擇,當今政府政策亦朝前揭目標邁進,分三階段全力推動離岸風力發電。然而各項公共建設需考量到其生命週期(規劃、興建、營運與任務終止四個階段),為了獲得最大的效能最小的衝擊,需進行縝密的規劃。因此,本研究將以空間資訊之技術將蒐集之各項資料(如風力、浪高、航道、地質、生態及環境資料),同時考量極大化電量產出(Primal Approach)及最小營運成本(Cost Minimization Strategy),建立離岸風力發電選址之風險評估模型,以供後續選址規劃之使用。
    With the long-lasting development of the economy, the impact of global warming has been increasing in recent years. Therefore, environmental protection awareness has gradually aroused. The United Nations Sustainable Development Goals (SDGs) also release several criterions to promote environmental protection. For the sustainable development of energy, countries all devote themselves to renewable energy resources. Statistics indicate that more than 97% of Taiwan's energy supply imports from foreign. Therefore, energy security and commitment to the development of sustainable energy sources are the primary goals of energy policy. Six renewable energy sources with potential for growth are in Taiwan. There is solar energy, wind energy, biomass energy, ocean energy (wave energy, tidal energy), geothermal energy, and hydropower. Offshore wind power is the best choice for sustainable energy in Taiwan. However, each public construction needs to consider its life cycle (four stages of planning, development, operation and termination of tasks), to obtain the maximum efficacy with the least impact. Therefore, this research will utilize geomatics technology, primal approach and cost minimization strategy to maximize wind power and minimize operating costs. This study will collect various data which are wind, wave height, course, geology, ecology and environmental data. All data used to establish risk assessment model for offshore wind farm location selection.
