    Title: 探索二十一世紀環境規劃新典範的行動研究—氣候變遷對於農業生產環境之生態服務功能的影響與因應策略研究(I)

    Abstract: 本研究擬利用空間資訊科技監測氣候變遷與環境劣化情形,借助長期之遙測影像與地理資訊系統 進行農村環境變遷分析,並以地景生態分析方法評估氣候變遷對於農業生產環境之生態系服務功能可 能造成的影響,以提供政府有關單位於國土規劃政策擬定之參考資訊。本計晝之主要研究目的如下:

    1.利用數值攝影測量、衛星遙感探測、GPS技術蒐集研究地區之地形、土地利用等相關資料,並結 合多時期遙測影像、森林資源調查資料與國土利用調查圖資進行農村環境變遷調查,以獲取研究 地區之基礎資料。並利用地理資訊系統建立研究地區不同時期之地理資料庫,以地景生態分析方法由遙測影像萃取地景生態指標,以供分析地景變遷與環境劣化情形,以及建立一個WebGIS資 料分享平台,提供本整合型計晝之所有子計晝彼此分享資料與研究果,亦可作為對外界推廣之工 具,擴大研究之成效。

    2.利用政府開放資料與國土資訊系統所建立之資料倉儲,研究由巨量資料探勘資訊的方法,藉以分 析土地利用變遷與氣候變遷對於農地生態服務功能之影響,包括:生物多樣性、水土資源保育、 景觀資源、碳吸存等。

    3. 研究如何利用空間資訊科技進行城鄉發展規劃,探討如何運用自願性地理資訊(Volunteered Geographic Information)及公眾參與式地理資訊系統(Public Participation Geographic Information System)於土地使用規劃,使民眾能參與資料蒐集與分析的過程,並赋予資訊詮釋的權力,使各方 權益人均有公平參與規劃的機會,避免以往僅由少數人壟斷決策權所造成的種種弊端。期望透過 公眾參與的互動式規劃方法,能找出適合當地特色的發展模式,使農業除了經濟產值之外,還能 發揮在生態環境、社會方面的功能,並探討討氣候變遷與農業生產環境改變下,農村三生環境因 應氣候變遷之永續發展策略。
    This research will apply geospatial technologies to investigate climate change and environmental degradation of the study area. By using remote sensing and GIS techniques to investigate environmental changes, and utilizing landscape ecology analysis methods, we will analyze the effects of climate change on the ecosystem service functions of agricultural environment. The research results will provide useful information for the administrative authorities in making decision on land resources planning. The main objectives of the project are as follows:

    1. Digital photogrammetry, remote sensing, GPS techniques will be used to collect data about the topography and land use of the study area. We will also use multi-temporal remote sensing images, forest resources inventory data, and land-use inventory maps to investigate agricultural environmental changes. GIS will be used to build a geospatial database of the study area, and to analyze the landscape changes and environmental degradation based on landscape ecological indices derived from remote sensing images. A web-based GIS will be established to provide a platform for sharing data and research results among all the subprojects of the integrated project. The WebGIS can also serve as a tool for promotion and outreach to enlarge the effects of the study.

    2. Investigate data mining methods for extracting useful information from big data, which include government open data and various data stores of the National Geographic Information System (NGIS). We will analyze the impacts of land use and climate changes on ecological service functions of agricultural environment, including: biodiversity, water and soil resources conservation, landscape resources, and carbon sequestration.

    3. Investigate methodology for applying geospatial technologies in rural development planning, particularly how to adopt volunteered geographic information (VGI) and public participation geographic information system (PPGIS) in land use planning. The overall goal is to encourage the general public to participate in the process of data collection, analysis, interpretation, such that all
    stake holders have equal opportunities to participate in the decision making procedures. We hope that by using interactive participatory planning methods, appropriate development models can be derived such that agriculture can not only produce economic output, but also provide functions of ecological, environmental and social aspects, for example, ecotourism development, rural culture preservation, ecological environment conservation, and promotion of environmental and ecological education. We will also investigate the strategy for sustainable development of rural communities in response to the climate change and agricultural production environment changes.
