摘要: | 本研究擬利用空間資訊科技監測氣候變遷與環境劣化情形,借助智慧型行動地理資 訊系統進行農村環境資源調查,並以地理資訊系統分析土地利用對於農業生產環境與生 態系統可能造成的影響,以提供政府有關單位於國土規劃政策擬定之參考資訊,以及協 助農村社區規劃可以兼顧農業生產、休閒遊憩、農村文化保存、維護生態等目標之發展 模式。本計晝之主要研究目的如下:
1.利用數值攝影測量、衛星遙感探測、GPS技術蒐集研究地區之地形、土地利用等相 關資料,並結合智慧型行動地理資訊系統進行農村環境變遷調查、棲地與外來入侵 物種調查、資源與文史調查,以獲取研究地區之基礎資料。並利用地理資訊系統建 立研究地區不同時期之地理資料庫,以供分析地景變遷與環境劣化情形,以及建立 一個WebGIS資料分享平台,提供本整合型計晝之所有子計晝彼此分享資料與研究 果,亦可作為對外界推廣之工具,擴大研究之成效。
2.利用研究地區歷年來的航空照片、衛星影像、國土利用調查資料與其他相關圖籍資 料,分析不同時期之土地利用類型與地景生態指標,據以瞭解土地利用變遷對於地 景結構與生態環境之影響。並應用空間統計分析方法分析氣候變遷對於農業生產環 境之影響,以供進行研究地區生態土地使用規劃,探討可以因應氣候與環境變遷之 適地性的發展策略,達到土地利用、資源保育與農村永續發展之目標。
3.利用空間資訊科技進行農村發展規劃,使農業除了經濟產值之外,還能發揮在環 境、社會方面的功能,例如:發展生態旅遊、保存農村文化、維護生態環境、推廣 環境生態教育等,並探討氣候變遷與農業生產環境改變下,農村三生環境因應氣候 變遷之永續發展策略。 This research will apply geospatial technologies to investigate climate change and environmental degradation of the study area. Mobile GIS will be used to inventory rural environmental resources, and Geographic information systems (GIS) will be used to analyze the effects of land use on agricultural production and ecological system in order to provide useful information for the administrative authorities in making decision on land resources planning. In addition, the outcome of the research is expected to be helpful for rural communities in developing a model that can achieve the goals of agricultural production, recreation and leisure, rural culture preservation, and ecological conservation. The main objectives of the project are as follows:
1. Digital photogrammetry, remote sensing, GPS techniques will be used to collect data about the topography and land use of the study area. We will also use mobile GIS to investigate the rural environmental changes, habitat and invasive alien species, resources and historic cultural features to acquire base data of the study area. Moreover, GIS will be used to build a database and analyze the landscape changes and environmental degradation. A web-based GIS will be established to provide a platform for sharing data and research results among all the subprojects of the integrated project. The WebGIS can also serve as a tool for promotion and outreach to enlarge the effects of the study.
2. Historic aerial photographs, satellite images, land use inventory data, and ancillary maps and data will be used to derive land cover maps and landscape ecological indices of different time periods, so as to understand the effects of land use changes on landscape structure and ecological environment. In addition, spatial statistical approach will be used to analyze the impacts of climate change on agricultural production environment in order to develop appropriate strategy for ecological land use planning that can adapt to climate and environmental changes, and achieve the goal of sustainable development for rural communities.
3. By using geospatial technologies in rural development planning, agriculture can not only produce economic output, but also provide functions of environmental and social aspects such as ecotourism development, rural culture preservation, ecological environment conservation, and promotion of environmental and ecological education. We will also investigate the strategy for sustainable development of rural communities in response to the climate change and agricultural production environment changes. |
