    题名: 綠建築標章與都市更新容積獎勵減碳量之關聯性研究

    摘要: 具生態、節能、減廢及健康推動目標的「綠建築標章」,因其節能設計可提供獲頒標章之建築物相較於一般建築物有更佳之節能、節水及減碳效益,對於地球環保與永續發展具有很大的助益,是以綠建築標章長久以來為社會各界所推崇。囿於都市開發面臨土地資源有限,為鼓勵老舊建築物辦理更新改建,內政部訂立「都市更新條例」及「都市危險及老舊建築物加速重建條例」,並為利制度推動訂立有危險建築物、提供指定之公益設施、古蹟、歷史建築、紀念建築及聚落建築群、無障礙環境設計、耐震設計、時程獎勵、規模獎勵及舊違章建築等多項容積獎勵項目,同時,亦將屬於自願申請性質之「綠建築標章」納入容積獎勵項目之一。
    至109年底為止,已有279件案例基於上述都市更新條例之容積獎勵項目取得其相對應之容積。然以取得高等級綠建築標章獲得容積獎勵其增額容積衍生之額外碳排量,其與綠建築標章所提供之減碳效益,一直為各界所關心。然而,相較於上述其他容積獎勵項目,申請「綠建築標章」之建築物可有效提升所有建築樓地板面積(含原容積與獎勵容積)的整體節能、節水及減碳效益,等同於在推動都市更新、危險及老舊建築物改建政策同時,透過「綠建築標章」將促使整體建築物(總樓地板面積)碳排量降低,是以更能符合地球環保與永續發展的國家發展目標。
    本計畫擬透過實際取得都市更新容積獎勵之「綠建築標章」獎勵項目案例計算進行評估,以釐清並比較都市更新相關法令中「綠建築標章」之容積獎勵其與各項獎勵項目間之節能減碳效益關係,以供相關政府施政及各界推廣參考。基此,本研究擬透過實際取得「容積獎勵」之都市更新案例(6-10個住宅案例)分析,而瞭解各「容積獎勵」項目之碳排量,以達成以下目的:

    一、釐清透過取得綠建築標章之容積獎勵住宿類都市更新案例,四十年生命週期之單位樓地板面積碳排放量與減碳效益。
    二、綜合估算住宿類都市更新案例各容積獎勵項目之四十年生命週期之單位樓地板面積碳排放量。
    三、提出住宿類都市更新案例主要容積獎勵項目之減碳排序,以供相關施政與推廣參考。
    The "Green Building Label" with ecological, energy-saving, waste reduction and health promotion goals, because its energy-saving design can provide buildings awarded the label with better energy-saving, water-saving and carbon-reduction benefits than ordinary buildings. The environmental protection and sustainable development of the earth are of great help, and the green building label has long been respected by all sectors of society.Due to limited land resources in urban development, the Ministry of the Interior has formulated the "Urban Renewal Ordinance" and "Urban Danger and Accelerated Redevelopment of Old Buildings Ordinance" in order to encourage old buildings to undergo renovation and reconstruction, and promote the establishment of dangerous buildings for the benefit of the system The provision of designated public welfare facilities, historic sites, historical buildings, memorial buildings and community buildings, barrier-free environment design, earthquake-resistant design, time-course rewards, scale rewards and old illegal buildings, and other volume rewards. At the same time, it will also be voluntary The "Green Building Label" of the nature of the application is included in one of the volume award projects.
    As of the end of 2020, 279 cases have obtained the corresponding volume based on the volume award items of the aforementioned urban renewal regulations. However, the additional carbon emissions derived from the increased volume of the high-grade green building label to obtain the volume reward, and the carbon reduction benefits provided by the green building label have always been concerned by all walks of life. However, compared to the above-mentioned other volume award projects, buildings applying for the "Green Building Label" can effectively increase the overall energy-saving, water-saving and carbon-reduction benefits of all building floor areas (including the original volume and the award volume). Promote urban renewal, dangerous and old building reconstruction policies. At the same time, through the "Green Building Label", the overall building (total floor area) carbon emissions will be reduced, so that it is more in line with the global environmental protection and sustainable development of the country development Goals.
    This plan is to be evaluated through the calculation of the "Green Building Label" award project case that actually obtained the urban renewal volume award to clarify and compare the energy-saving and carbon-reduction relationship between the volume award of the "Green Building Label" in the laws and regulations related to urban renewal and various awards, so as to provide reference for relevant government policies and promotion of various sectors. Based on this, this research intends to understand the carbon emissions of each " floor area ratio bonus" indicators through the analysis of urban renewal cases (6-10 residential cases) that actually obtained the " floor area ratio bonus" to achieve the following goals:

    1. Clarify the carbon emissions per unit floor area and carbon reduction benefits of the 40-year life cycle through the acquisition of the building bulk ratio bonus accommodation type urban renewal case of the green building label.
    2. Comprehensively estimate the carbon emissions per unit floor area of the 40-year life cycle of each building bulk ratio bonus project in the accommodation category urban renewal regulations.
    3. Put forward the carbon reduction ranking of the main building bulk ratio bonus projects in the residential urban renewal case for reference for related policies and promotion.
