    摘要: 台灣近年來隨著民主浪潮的影響,運用審議民主的參與機制,累積許多創新公民參與的治理經驗,近年來像是參與式預算的引入,讓一般民眾可以參與政府在預算制定的過程中。這種新型態的公民參與不像傳統政治參與,或是個人自願參與公共性質的活動,其主要發生在公民與行政官僚互動介面上,一方面改變了原本傳統官僚組織做決策的模式,也迫使原本隱藏在幕後工作的行政人員,必須在民眾的眼前出現與民眾進行互動,另一方面,透過參與賦權於民,讓民眾有權決定公共事務,培養積極的公民資格,實踐民主治理的目標。 過去對於公民參與和參與式預算的研究缺少系統性的探討行政官僚和積極公民雙方的角色和能力,也就是行政官僚在執行公民參與時,面對組織外部政治環境的挑戰所應扮演的角色與具備的能力,行政官僚在執行過程不僅止於在機關內部,還需要面對上行機關的壓力、平行單位的協力合作以及對外部的利害關係人、招募公民、社區團體參與等諸多挑戰,因此行政官僚除了需要有基本的,對於公民參與的客觀理解,以及處理公民參與的積極態度,更要具備處理外在政治環境的政治手腕技巧。另一方面,不論是何種新興型態的參與模式,都需要公民的積極參與,公共管理者需要瞭解一般公民願意參與公共事務的討論以及公共資源分配的驅動力。再者,目前研究都僅限於參與的過程,缺乏對後端執行的結果進行探討,在參與結束後,行政人員如何與公民進行互動,而達成雙方同意的目標,需要進一步地剖析,如此才能理解是否新型態的參與機制帶來有效能的公民參與。 因此,本研究選擇以台北市的參與式預算模式作為個案,依據公民參與和組織理論提出描述性論證和規範性的模型,以理解政府在執行公民參與時所需具備的行政專業能力和技巧,妥善處理行政與公民互動的介面,讓行政組織對於公民參與的努力能夠持續深化台灣的民主。
    Recently citizen involvement in the governmental budgeting processes is a topic that has received great attention in Taiwan. Unlike traditional political participation or individual volunteerism in civic affairs, participatory budgeting occurs primarily at the administrators-citizen interface. This innovative participation not only has changed the traditional decision making models in public bureaucracies but also empower citizens to develop active citizenship and achieve the goal of democratic governance.While various descriptive and prescriptive citizen involvement models suggest ways to improve citizen participation, empirical research in both roles of public administrators and active citizens in the participatory budgeting are significant limitations. Since the implementation of participatory budgeting is operated in the political systems and highly intertwined with external political environments, public administrators have to know how to respond to these challenges and equip fundamental knowledge, abilities, and skills to make participatory budgeting successful. On the other hand, all kinds of participatory mechanisms require active citizens participate in the process. What leads active citizens to get involved in the participatory budgeting process deserves further investigation. Furthermore, despite current research emphasizes the process of citizen involvement, none has been subjected to substantial outcomes of participatory budgeting. In other words, we have to realize how public administrators interact with citizens to achieve mutual goals. 。Thus, this study develops a theoretical framework based upon literature from citizen involvement and organizational theory. Using the case of participatory budgeting in Taiwan, this research employs secondary data analysis, survey investigation, and in-depth interviews to explore the roles of public bureaucrats and active citizens and identify the main factors to contribute to the effective participatory budgeting.
