    Abstract: 本研究預期貢獻如下:
    一、 本研究將可針對文官考選制度與方式建立起一套完整的分析模型,明確界定影響選擇進入公部門工作之關鍵因素及評量方法,以作為研究者及政府單位在探究此議題時理論上的重要基礎。
    二、 本研究將能清楚探究「自我選擇機制」與「外在評量機制」雙重效果對公務體系選才之影響,對長久以來公、私部門差異研究提供不同的視角。
    三、 本研究將盤點我國公務人員應具備之核心職能,了解「期待」與「實際評量成效」之間的落差。同時從不同利害關係人的角度分析此一政策變革的可行性、困難、及溝通協調之關鍵要素,對國家考試制度變革提供具體的實務建議。
