    Abstract: 現今社會上瀰漫著一股「私部門優於公部門」的批評,認為選擇公部門工作沒有前途,那些人都只是為了保一個鐵飯碗而已。除大眾對於公部門的評價普遍不佳外,甚至連公務人員本身都會認為政府部門的工作環境不如其他私人企業,部屬會認為公部門的環境僵化且保守,而主管則認為部屬的才能、創造力以及獨立自主性皆比不上私部門的員工。然而,公部門的工作、公部門的員工真的如同這些評論所言如此不堪嗎?這樣的現象究竟是否只是一種錯誤認知?是否是因為對於真實狀況的「無知」及「比較心態」而產生「別人家的草比較綠」、「別人碗裡的東西都比較好吃」的刻板印象?從建構理論的角度來看,「心理距離之遠近」會影響一個人對事物產生誤解的程度。當心理距離較遠時,人會傾向於抽象思考;當心理距離較近時,則會傾向於具體思考。因此,對於那些從未在私部門工作過的公務人員來說,他們有可能會因為對私部門的心理距離較遠,因而產生別人那邊的東西一定比較好的心態,出現「做一行、怨一行」的問題。但「部門轉換者」可能會因為同時對不同部門都有一定的接觸與了解,而比較不會以抽象概念或是刻板印象來概括私部門的整體形象、產生偏頗的批評。本研究期望從這些刻板印象的源頭加以探究,了解部門轉換者是否能夠成為「公部門不如私部門」這種批評的「迷思破除者」,進而打破這些刻板印象,成為公部門中意見的調和者。
    “The private sector is better than the public sector” is one pervasive criticism in our society nowadays. It is believed that choosing the public sector as a career inhibits one’s future. For those who have chosen the government jobs, they were simply choosing the security of income, not the other noble callings. In addition to the criticisms from the society, the public servants themselves sometimes, if not always, think that the work environment in the public sector is worse than that in the private sector. Subordinates tend to think that their work environment is more rigid, less innovative, and has a higher level of red tape, while the managers think that their subordinates are no match for their counterparts in the private sector in terms of talent, creativity, or autonomy. However, are these valid criticisms? What if these criticisms all come from the “Grass is greener on the other side” psychological phenomenon? From the perspective of constructivism, the “psychological distance” affects how people might misunderstand things. People tend to think abstractly when the psychological distance is far, but tend to think concretely when the psychological distance is closer. For public servants who have never worked in the private sector, they might come up with the belief that everything in the private sector seems to be better, and tend to complain whatever they face based on their daily experience. However, the sector switchers may not use abstract stereotype to against the public sector since they have experience from both sectors. Accordingly, this research aims at finding the sources of such phenomena and discovering the impacts of psychological distance on sector preferences and work-related attitudes. Would it be possible for the sector switchers to serve as the mythbusters to break those stereotypes as well as the moderators to reconcile and harmonize the noises in the public sector?
