    摘要: 本研究以協力治理、協力職能、知識中介與公共管理網絡等文獻為基礎,採取整合性的角度, 在自主防災、民力運用投入、以及近年來積極倡議科技串聯公民協作於災害防救等議題背景下挑選挑 選個案進行研究,配合深度訪談、焦點團體訪談、社會網絡分析等研究方法,一方面從個體層次的災 防知識中介協力職能為出發點,了解災防公務人員本身,以及其協力夥伴,如何看待災防知識中介者 的角色與功能,以及理解災防公務人員在我國災防知識中介機制中的定位,另一方面從總體層次,探 究公私協力的實務上,我國災防知識中介機制如何運作。最後,預計透過社會網絡分析,以臺北市與 新北市防災社區示範鄰里為例,藉由訪談與問卷蒐集資料,勾勒在地災防知識中介網絡圖像,進一步 探討中介者的樣態與類型,進行理論與實務的對話。
    Taiwan is located at the most hazard-prone area. Establishing disaster-resilient communities is therefore an important policy issue. To build and enhance community capacity for dealing with disasters heavily relies on cross-sector collaborations and interorganizational networks. Particularly, knowledge networks across sectors in disaster management play a critical mechanism to transfer, translate, and transform professional knowledge into common knowledge that local residents can learn, understand, and adopt. Identifying who are knowledge brokers is helpful to make knowledge networks work more effective. However, current studies related to knowledge networks and knowledge brokers in disaster management are still limited in Taiwan. To fill the above gap, this two-year research project is proposed to study knowledge brokerage mechanism and knowledge networks in disaster management through utilizing multiple research methods, including literature reviews, case studies, interviews, and surveys. Five cases in Taiwan related to disaster-resilient community, trained volunteers for disaster preparedness and response, and crowdsouring for disaster response are selected to study. Social network analysis is applied to further analyze stakeholder involvement in disaster knowledge networks in selected disaster-resilient communities. The knowledge brokerage types are also identified and discussed. These findings expect to make contributions in both theoretical and practical ways.
