    Abstract: 本研究從組織協力、協力治理、跨域整合、公務人員職能的角度切入,以災防公務人員為分析對象,思考相對應的協力職能圖像,並結合災防專業,提出災防公務人員協力職能架構,包括涵蓋的面向與準則,並加以操作化,亦運用多元調查方法,如層級分析法、工作分析法、問卷調查法、焦點座談法、深度訪談法等,結合學者專家以及現職災防公務人員的觀點,進一步檢視、調整災防公務人員協力職能的架構,並比較不同官等的災防公務人員其協力職能,思考可能的差異,並希望透過現職災防公務人員的自評,了解目前災防公務人員協力能力的高低程度,以了解未來可以藉由進一步加強哪些面向,來提升我國災防公務人員的整體協力能力;另一方面,也將調查災防公務人員對自我工作績效、工作滿意度的認知,透過迴歸分析的方式,探究災防公務人員協力職能與這兩因素之間的關係。最後,本研究將透過蒐集資料掌握目前災防公務人員在職受訓的機制、以及受訓課程項目的內容,比較災防公務人員協力職能架構與指標,和現行災防專業和協力治理相關課程和在職訓練的項目對應現況與可能不足之處,以提出後續的政策建議。
    Collaborative-competency research at individual level gradually receives more academic attention in public administration and management. At the same time, collaborative-competencies have also been viewed essential for disaster management public officials to successfully implement their duties and deal with diverse tasks in the modern society. In response, this three-year research is proposed to identify the collaborative-competencies of public officials in disaster management by establishing the analytical framework with indexes through utilizing multiple research methods, including literature reviews, analytic hierarchy process, work analysis, interviews, and surveys. Moreover, the collaborative-competencies of senior rank and junior rank public officials in disaster management also expect to be differentiated in this study. Both of the top-down and bottom-up perspectives related to collaborative-competencies are combined in this proposed analytical framework, which will be further operationalized to evaluate incumbent disaster management public officials’ collaborative capabilities. Possible training strategies to make improvements in the future expect to be provided and discussed according to the evaluation results. Finally, this research studies the effectiveness of individual collaborative capabilities and examines whether the increase of collaborative capabilities of disaster management public officials brings the positive influences to their perceived job performance and job satisfaction by using multiple regression analysis. These findings expect to make contributions in both theoretical and practical ways.
