    摘要: 本計畫以與我國文官制度有相近性的日本與南韓,以及皆以華人族群為主體的新加坡與香港之文官制度為標的,檢視這些與我國制度文化有相近性的文官制度,其政府內部人力市場之設計理念與邏輯,及其對人力資源運用之效果。本計畫試圖透過這國外經驗的探索,擴大我國文官制度設計的分析思維與框架。本研究會透過法規文獻分析與實地田野調查之方法,深入瞭解四地之文官制度設計,特別聚焦其人事流動與各類文官之職涯路徑,給予我國人事官員與學者不同之參考,跳脫我國傳統的考銓框架。
    This research project is to examine the design and logic of the government internal labor market in the civil service systems of Japan and South Korea that have close ties with Taiwan, and of Singapore and Hong Kong that are both populated largely by ethnic Chinese. It also analyzes the impacts of the internal labor markets upon their human resources management. This study is attempted to explore the foreign experiences to expand the scope of analysis over the internal labor market. The methods of analysis of legal documents and fieldworks would be adopted to dig into the civil services in order to draw a comprehensive picture of the systems, especially focusing on the manpower mobility and career paths of various categories of civil servants. This would help give new insights to the personnel officials and scholars in Taiwan, and go beyond our traditional framework of personnel administration.
