    Title: 我國政府機關「績效體系」與「績效實效體」之研究
    A Study of Performance Regime and Performance Complexities in Taiwan

    Abstract: 本計畫是研究我國政府的「績效體系」(performance regime)及其與行政機關互動下所產生的各種「績效實效體」(performance complexities)。本計畫超越一般公部門績效管理研究所聚焦的刻意性或直接性的績效管理工具,其包含任何影響員工工作行為的制度系絡及績效干預因素,並將這類行為概括為「績效行為」。
    本計畫將從總體及機關個案層次,利用兩年時間分析我國的績效體系及績效實效體,並與國外相關研究作對話。方法採質性研究,具體利用文獻分析及深度訪談蒐集資料,並從「政府服務品質獎」中劃分的「服務規劃機關」及「第一線服務機關」各選兩個得獎機關共四個案例做分析。策略採先由上而下,再由下而上,後左右比較,在有限時間內剖析我國的整體績效治理情況。
    This project is aimed to study the “performance regime” of the government in Taiwan and “performance complexities” generated under the interaction between the performance regime with the government administration. This project goes beyond most of other studies concerning public performance management that only focus on tailored or direct performance management instruments. This study encompasses any element of institutional context and performance intervention that has impact on the behavior of government staff, calling all these “performance behavior.”
    This project takes macro and case study approaches, using two years to analyze the performance regime and performance complexities in Taiwan by which an international academic dialogue can be facilitated. Qualitative research methods would be adopted for this study, including documentary analysis and in-depth interviews. Cases would be selected from the pool of winners of the “Government Service Quality Award” where there are two categories of agencies: service planning agencies and frontline service agencies. This study would select four cases, two cases from each category. A specific research strategy would be adopted: first top-down, second bottom-up, third left-right comparison. By this research, it is intended to explore the overall performance governance in Taiwan in a limited time.
