    Abstract: 為了建立台灣人文及社會學科相關的學術期刊評比機制,科技部人文司在過去二十年間陸續建構了「台灣社會科學引文索引(TSSCI)」、「台灣人文學引文索引核心(THCI Core)」以及「期刊評比分級」等期刊評比系統。這三個系統已行之有年,且對於台灣期刊評比體系的建立以及整體學術品質的評量有相當大的貢獻。然而,目前三個評比系統並存,不僅有浪費行政資源的疑慮,也容易讓學界產生混淆。因此,為了讓學界的利害關係人對於該機制未來變革進行知情而充分的討論,並在此情境下表達對於未來變革的意見,本研究將採取審議式論壇的方式、結合新興網路科技、以隨機抽樣方式進行意見調查,最後將邀請人文及社會各次領域學者面對面共同參與論壇,以期能在充分討論後蒐集參與者之意見,做為未來科技部人文司制訂整併期刊評比機制決策的參考依據。
    In order to establish a reliable review mechanism for academic journals in humanities and social sciences in Taiwan, three different journal evaluation systems are currently being implemented: the Taiwanese Social Science Citation Index (TSSCI), the Taiwan Humanities Citation Index Core (THCI Core), and the Journal Citation Ranking. These ranking systems have aroused great interests in the research field and have become important tools for scientific research and for assessing the contributions of individual scholars and academic institutes in Taiwan. The coexistence of the three different ranking systems, however, is constantly challenged by its waste of administrative resources and its confusion to the academia. This research aims at providing evidence for the scholars' opinions and possible solutions to the aforementioned problems by practicing deliberative forum which is advantaged in representativeness, balance, and inclusion of various or even polarized opinions. The primary belief is that the gaps of viewpoints from different scholars would be reduced when people were given a chance to “deliberate." Thus, this research plans to randomly select scholars in humanities and social sciences who have successfully submitted research proposals to the Ministry of Science and Technology (MOST), adopts the latest online survey technology, and then implements the DP approach to gauge their opinions on integrating these three ranking systems. Findings of this research are expected to provide valid evidence for policy decision-making to the Division of Humanities and Social Sciences of the MOST.
