    Abstract: 隨著台灣民主化的進程不斷推進，不論從社區、地方政府、公共組織（學校、國營企業、或官僚體系等）、甚至中央政府的行政、立法、司法等院級機關層級，都感受到更多公民參與的呼聲；因此，應用網路進行電子化民主參與（e-participation）的改革想像，成為包括政治人物、學界、社運團體等近年最重要的倡議方案；然而，實際的改革推動，往往包含許多複雜的因素，其中在「制度」與「管理」兩個面向實務知識的建構，是電子化參與改革不可或缺的成功要素。本研究基於這樣一個需要，選擇跨國多個案研究來討論各種電子化參與的「制度」議題，以及從網路輿情分析的個案入手，建構一套標準作業流程為目標，討論電子化參與的「管理」議題，在制度與管理同時並進的前提下，提升我國推動電子化參與的實務知識水平。接著，本研究跨足電子化民主、巨量資料分析、以及政府公關與政策行銷等三個研究領域，這些領域整合成為「如何建構與應用電子化參與制度與管理措施，深化電子化參與的政治改革？」為主要問題；最後，本研究的目標有三點，（一）收集並分析主要國家推動網路公共諮詢（e-consultation）、網路連署（e-petition）、以及網路投票（i-voting）3項網路政策參與模式之策略作法；（二）綜整各國案例，對我國政府推動網路政策參與活動實施提出政策建議；（三）從機關公共議題管理（issue management）的角度出發，建構一套「網路輿情整合式管理機制」。
