    Title: 我國房屋稅轉嫁租金效果之研究

    Abstract: 近年我國房價持續上揚，甚至在某些都會區存在不合理飆升現象。依據內政部營建署發布之房價負擔能力指標統計顯示，國人平均房價所得比由2002年的4.4倍，上升至2021年第一季的9.13倍；換言之，國人平均必須花費9.13年不吃不喝，才可購置一棟中價位之不動產。除高房價的陳年議題外，租屋市場結構與租金日漸高漲亦是近年臺灣社會必須面對的居住問題。
    影響租屋市場供需雙方價格彈性的因素很多，甚至也會受到地區不同與時間不同等因素影響，難有一致的結論；此外，目前國內外文獻也少有針對房屋稅的課徵或加徵是否會在租屋市場造成租金轉嫁，或是轉嫁程度的研究。因此，為瞭解我國房屋稅轉嫁租金效果，本計畫將運用相關資料，研析以下問題：
    (一) 分析2014年財政部之修法，將房屋稅針對全國持有三戶以上的持有人提高稅率之政策，觀察房屋持有人是否將其稅負轉嫁至租金，導致個人房客租金負擔加重的問題；
    (二) 分析不同特性地區，租金轉嫁的程度是否存在差異；
    (三) 分析不同特性的房屋持有人，租金轉嫁的程度是否存在差異。
