摘要: | 印尼外籍勞工占臺灣73萬9,496名移工總數的35%,然而其中許多人因協助資源有限,以及語言隔閡與冗長的正式程序等溝通障礙,而未能通報所遭受的不當對待。儘管臺灣已有《勞基法》及多項政府與民間組織的保護機制,虐待情形仍時有所聞,許多勞工因擔憂失業及仲介機構支援不足而不願舉報。本研究旨在探討印尼移工通報不當對待時所面臨的溝通障礙,分析阻礙其通報的因素與情境,並發展與實施有效的溝通策略,以提升他們對安全資源與支援服務的認知,進而促進其福祉與安全。本研究透過與16位印尼移工及2位移民、勞動權益與社會服務領域專家的深度訪談,運用紮根理論進行編碼與分析,歸納出關鍵主題並建構有助於改善安全網路存取的溝通策略。研究結果顯示,在臺印尼移工在尋求協助時面臨顯著的溝通障礙,包括語言困難與對報復的恐懼。雖然已有官方通報管道,但許多移工因不信任體制及對自身權益認知不足而仍感猶豫。相較之下,同儕支援網絡與社群媒體在傳遞安全資訊方面更具成效,顯示亟需更具可及性與文化敏感性的溝通策略,以提升其對資源的了解與運用能力。最終,本研究提出一項可全國推行的溝通策略,有助於強化移工安全,朝向更和平與團結的亞洲邁進。 Indonesian migrant workers make up 35 percent of the 739,496 migrant labor force in Taiwan, yet many face mistreatment, often unreported, due to limited access to help and barriers such as language and lengthy formal procedures. Despite protections like the Labor Standards Act and various governmental and organizational efforts, abuses persist, with many workers reluctant to report incidents out of fear of job loss and inadequate support from labor agencies. This study aims to explore the communication barriers Indonesian migrant workers face when reporting mistreatment, identify the factors and circumstances that may prevent them from doing so, and develop and implement effective communication strategies to spread awareness of safety resources and support services. This approach aims to enhance the well-being and safety of Indonesian migrant workers in Taiwan. Data was gathered through in-depth interviews with 16 Indonesian migrant workers and 2 experts in fields related to immigration, labor rights, and social services. Using grounded theory coding, responses are analyzed to identify key themes and develop communication strategies that enhance workers' access to safety networks. This study found that Indonesian migrant workers (IMWs) in Taiwan face significant communication barriers when seeking help for mistreatment, including linguistic difficulties and fear of retaliation. Despite the availability of official reporting channels, many workers remain hesitant to utilize them due to mistrust in the system and lack of knowledge about their rights. Peer support networks and social media have proven to be more effective in spreading safety information, suggesting the need for more accessible, culturally sensitive communication strategies to enhance IMWs' awareness of available resources. Ultimately, the study presents a communication strategy to be used nationally to enhance migrant worker safety, thereby taking steps toward a more peaceful and united Asia. |
