    Abstract: 本研究探討自然資源治理對智利、玻利維亞和阿根廷三國(統稱為鋰三角)鋰礦開採談判力的影響。研究集中於不同的治理模式——由政府主導與由市場主導——如何影響這些國家在與外國行為體(包括政府官員和跨國公司代表)談判中的議價優勢。在國際關係的脈絡下,議價力被定義為一個國家將談判引導至有利結果的能力。了解這一動態對於資源豐富的國家而言至關重要,這些國家希望最大化其自然資產的利益、加速發展並減少外國實體的剝削行為。
    透過對該地區鋰礦開採法規和政策的比較案例研究,本研究旨在揭示治理模式與一國議價力量之間的關係。此外,研究還提供了歷史和政治層面的洞見,分析政府為何採取特定政策來管理其鋰產業。本研究還討論了可再生能源的地緣政治意涵,特別是中國與西方大國之間的戰略競爭,以及其對鋰三角利益的關聯性。

    This study examines the influence of natural resource governance on bargaining power in lithium extraction across Chile, Bolivia, and Argentina, collectively known as the Lithium Triangle. It focuses on how varying approaches—state-driven versus market-driven—affect the bargaining leverage of these countries in negotiations with foreign actors, including government officials and representatives of multinational corporations (MNCs). Within the context of International Relations, bargaining power is defined as a nation's ability to steer negotiations toward favorable outcomes. Understanding this dynamic is crucial for resource-rich nations seeking to maximize benefits from their natural assets, accelerate development, and mitigate exploitative practices by foreign entities.
    Through a comparative case study of legal frameworks and policies governing lithium extraction in the region, this research aims to unveil the relationship between governance models and a country's bargaining strength. Furthermore, it offers historical and political insights into why governments adopt specific policies for managing their lithium industries. The study also addresses the geopolitical implications of renewable energy, particularly the strategic competition between China and Western powers, and its relevance to the Lithium Triangle's interests.
    Findings suggest that governance frameworks significantly impact the bargaining power of these countries, revealing that Chile possesses the strongest position, followed closely by Argentina, while Bolivia ranks lowest. This outcome stems from their chosen strategies for resource extraction, with a mixed model proving the most effective. The inherent value of lithium reserves further enhances the bargaining power of these suppliers, aligning with established theories in the literature. Ultimately, this research informs policy recommendations for lithium-rich nations and contributes to understanding bargaining power within international relations, laying the groundwork for future studies on natural resource governance.
