摘要:	近年來氣候暖化因素，促使全球大環境正逐步改變，北極被視為調節全球氣候最重要區域之一，隨著氣溫度逐年提升，導致原有冰層加速融化，全球將面對劇烈環境浩劫。透過各國學者研究報告中指出，北極冰層下不但擁有大量的天然礦產資源、石油及天然氣外，同時融冰之後形成的北冰洋航道將可取代現有的航運路線。在多種利益驅使之下，氣候恐將帶來浩劫將不再是國際政治探討主要焦點，反而將利益爭奪擺在首位，也使北極成為當前地緣政治熱點區域。俄羅斯為北極區域內最廣闊國家，因而在北極發展上擁有極大優勢，而美國在北極區域內雖然領土面積雖不及俄羅斯，但作為當今的世界強國，仍持續引領除俄羅斯以外的環北極國家，共同維護其在北極的利益。本文介紹北極地區所蘊藏天然資源及北冰洋通航後便利性，點出北極價值與地緣政治重要性。透過俄國與美國雙方在北極政策發展中，探討兩國之間各自對北極地區利益掌控，並進行分析比較。俄羅斯與美國於國際事務中經常爭鋒相對，轉移到北極地區也不例外，國家在利益驅動下，各國無法容忍他國獲取超過自身更多利益，進而引發利益爭奪與競爭。北極事務涉及議題極為複雜，現階段並沒有單一國家能夠獨自面對北極所發生任何挑戰，必需透過國家間共同互助。迄今，世界各國及各種國際組織，以不同角度介入北極地區，共同為北極地區和平作出貢獻，同時也期許北極地區發展能在競爭與合作取得平衡，以避免衝突發生。文中將利用地緣政治觀點探討北極地區的優勢，透過分析俄羅斯與美國在北極地區發表各項政策及戰略，深入研究俄美雙方於北極地區政策上異同之處，並討論雙方在北極區域的競爭與合作互動。 In recent years, climate warming has caused the global environment to gradually change. The Arctic is regarded as one of the most important regions for regulating the global climate. As the temperature rises year by year, the original ice layer melts faster and the world will face severe environmental disasters. Research reports by scholars from various countries point out that not only are there a large amount of natural mineral resources, oil and natural gas under the Arctic ice, but the Arctic Ocean waterway formed after the ice melts will replace existing shipping routes. Driven by various interests, the disaster that climate change may bring will no longer be the main focus of international political discussions. Instead, the competition for interests will be put first, making the Arctic a current geopolitical hotspot. Russia is the largest country in the Arctic region and therefore has great advantages in Arctic development. Although the United States' territory in the Arctic region is smaller than that of Russia, as a world power today, it continues to lead Arctic countries other than Russia to jointly safeguard its interests in the Arctic. This article introduces the natural resources in the Arctic region and the convenience of navigation in the Arctic Ocean, and points out the value and geopolitical importance of the Arctic. Through the development of Arctic policies of Russia and the United States, this paper explores the respective control of the two countries over their interests in the Arctic region and makes an analytical comparison. Russia and the United States often confront each other in international affairs, and this is no exception when it comes to the Arctic region. Driven by interests, countries cannot tolerate other countries gaining more benefits than themselves, which in turn leads to scramble and competition for interests. Arctic affairs involve extremely complex issues. At this stage, no single country can face any challenges in the Arctic alone, and mutual assistance is necessary among countries. To date, countries around the world and various international organizations have intervened in the Arctic region from different angles and jointly contributed to peace in the Arctic region. At the same time, they also hope that the development of the Arctic region can achieve a balance between competition and cooperation to avoid conflicts. This article will explore the advantages of the Arctic region from a geopolitical perspective. By analyzing the various policies and strategies issued by Russia and the United States in the Arctic region, it will conduct an in-depth study of the similarities and differences between the two countries' Arctic policies, and discuss the competition and cooperation between the two sides in the Arctic region.
