    Title: 探討108課綱學習歷程檔案制度執行之非預期效果與因應—以新北市高中為例

    Abstract: 「學習歷程檔案制度」為108課綱非常重要的措施。此制度目的在於協助學生記錄學習軌跡,以利人格定向發展。迄今,大學個人申請入學仍參採「學習歷程檔案制度」作為甄選之條件。
    然而,本研究首先運用「交叉查榜」等「文獻檢閱」之方式,發現到面臨少子化衝擊下,我國個人申請入學第一階段通過即錄取之狀況非常顯著。如國立臺灣大學個人申請入學第一階段通過即錄取之科系比例52%、政治大學個人申請入學第一階段通過即錄取之科系比例62%,而臺北大學則相較兩者更為顯著,為91%。換言之,我國「學習歷程檔案制度」面臨助益升學效果大減之情況。
    因此,在這前提下,本研究旨在探討相關利害關係人,如學生、教師及專家學者對此制度的非預期效果及感受,故本研究依循「回應性評估理論」之精神,並設計「效能性」、「充分性」、「公平性」及「回應性」之評估指標,作為相關制度評估及探討。
    總此,本研究結果發現受訪學生對於學習歷程檔案之支持與反對人數相當、而受訪教師多偏向不支持亦不反對之感受。而對於受訪專家學者則偏向立場皆不一致之情況。此外,本研究於訪談過程中,利害關係人對於該制度一共提出23項非預期效果之狀況。
    再經本研究者歸納,發現「一階通過即錄取」造成之困境,以及共十項執行面非預期效果之關鍵影響因素,如下: 一、「一階通過即錄取」之困境。二、升學主義。三、城鄉資源落差及校長缺乏課程領導。四、實際授課時數不足。五、教師缺乏多元課程能力。六、教師執行檔案過度求好心切。七、新課綱致教師課務壓力大增。八、學生缺乏學習動機與時間管理。九、學習歷程檔案系統資訊管理問題。十、配套措施不足。最後,於研究建議中共提出13項之因應策略,以解決上述非預期效果之關鍵影響因素。
    The "Learning Portfolioe System" is a very important measure in the 108 curriculum. The purpose of this system is to help students record their learning trajectories to facilitate directional personality development. So far, individual applications for admission to the university still use the "learning history file system" as a selection condition.
    However, this study first used "document review" methods such as "cross-listing" and found that facing the impact of declining birthrate, the situation of individual admissions in my country being admitted after passing the first stage of application is very significant. For example, at National Taiwan University, 52% of the departments were admitted if they passed the first stage of individual application, and 62% of the departments of National Chengchi University were admitted if they passed the first stage of individual application. However, Taipei University is more significant than the two. is 91%. In other words, my country's "learning history archive system" is facing a situation where its effectiveness in helping students advance to higher education is greatly reduced.
    Therefore, under this premise, this study aims to explore the unintended effects and feelings of relevant stakeholders, such as students, teachers, experts and scholars, on this system. Therefore, this study follows the spirit of "responsive evaluation theory" and designs " The evaluation indicators of "efficacy", "adequacy", "fairness" and "responsiveness" are used as relevant system evaluation and discussion.
    In summary, the results of this study found that the number of interviewed students' support and opposition to the learning process portfolio was almost equal, while the interviewed teachers tended to have neither support nor opposition. As for the experts and scholars interviewed, they tend to have inconsistent positions. In addition, during the interview process of this study, stakeholders raised a total of 23 unintended effects on the system.
    After further summarization, this researcher found the dilemma caused by "admission after passing the first level" and a total of nine key influencing factors of unexpected effects on implementation, as follows: 1. The dilemma of "admission after passing the first level". 2. Educationalism. 3. The gap between urban and rural resources and the lack of curriculum leadership by principals. 4. The actual teaching hours are insufficient. 5. Teachers lack diversified curriculum capabilities. 6. Teachers are overly eager to do good things when executing files. 7. The new curriculum has greatly increased the pressure on teachers. 8. Students lack learning motivation and time management. 9. Information management issues in the learning process file system. 10. Insufficient supporting measures. Finally, the study recommended 13 response strategies to address the key influencing factors of the above-mentioned unintended effects.
