Abstract: | 本研究以台灣A公司為例,探討農漁電共生模式與永續經營決策的綜效,特別針對如何在能源轉型的政策背景下達成農漁業與太陽光電產業的協同發展。隨著全球能源危機加劇,各國加速推動再生能源發展。台灣面臨高度依賴進口能源的挑戰,政府因此大力推動太陽光電產業,並提出「農電共生」與「漁電共生」政策,希望透過土地多重利用提高再生能源的裝置容量,同時增加農漁民的收入。然而,政策的執行過程中,也出現了農漁民反對的聲音,包括租金競爭、土地使用衝突、養殖與生態環境影響等問題。 本論文針對A公司的個案分析顯示,該公司透過高規格的工程技術與管理流程,整合太陽能發電與農漁業,逐步探索如何在不影響農漁業生計的前提下,實現企業發展與綠能產業間的共贏。研究採用SWOT分析法,剖析A公司的優勢與劣勢,機會與挑戰,並提出適應策略以應對綠能市場競爭及農漁民的需求。研究建議A公司在政策框架下應加強與農漁民的溝通合作,建立共享利益機制,並進一步推動技術創新以提升能源效率,以期在提升企業競爭力的同時,促進地方社區的支持與生態系統的永續發展。 This study takes Taiwan's Company A as a case to explore the integrated effects of agrivoltaic and aquavoltaic symbiosis models and sustainable management decisions, focusing specifically on achieving synergies between agriculture, aquaculture, and the solar energy industry within the context of energy transition policies. As the global energy crisis intensifies, nations are accelerating renewable energy development. Taiwan faces the challenge of high dependency on imported energy, prompting the government to vigorously promote the solar energy industry and introduce policies for “agrivoltaic” and “aquavoltaic” symbiosis. These policies aim to increase renewable energy capacity through the multi-purpose use of land while enhancing the income of farmers and fishers. However, during policy implementation, concerns have emerged from farmers and fishers, including competition for land leases, conflicts in land use, and impacts on aquaculture and ecological environments. The case analysis of Company A demonstrates that the company leverages advanced engineering technology and management processes to integrate solar power genera-tion with agriculture and aquaculture, progressively exploring a win-win scenario that does not adversely affect the livelihoods of farmers and fishers. Utilizing SWOT analysis, this study dissects the strengths, weaknesses, opportunities, and challenges of Company A, proposing adaptive strategies to address both competition within the green energy market and the needs of local agricultural and aquacultural communities. The study recommends that Company A should enhance communication and collabo-ration with farmers and fishers within the policy framework, establish benefit-sharing mechanisms, and further promote technological innovations to improve energy effi-ciency. These initiatives aim to bolster corporate competitiveness while fostering community support and ecosystem sustainability. |
