    摘要: 在全球暖化的影響下,各國政府積極推動淨零碳排,台灣政府全力發展再生能源發電,其中又以太陽光電為最大宗。農業部門對於再生能源也提出許多因應政策,大多政策皆強調農電共生的概念,然而2018年修正「非都市土地申請變更為太陽光電發電設施使用興辦事業計畫審查作業要點」,開放二公頃以下一般農牧用地可以變更地目為特定目的事業用地,進而申請裝設地面型太陽能光電發電系統。其開放變更用地編定,農牧用地可變更為特定目的事業用地,作為太陽光電使用, 因此農地幾乎不可能再回復作為農用,故該政策引起許多爭議,像是可能會排擠農業使用、造成農地破碎化或是造成農地上漲。也引發本研究探討二公頃以下變更之太陽光電政策是否會對農地價格造成影響。
    本研究以台南市為研究範圍,利用特徵價格理論建立迴歸模型,分析太陽光電設置對於農地價格之影響;以斷點迴歸設計進行實證分析,探討太陽光電政策是否影響農地價格。研究結果顯示太陽光電與農地之設置距離以及在一定範圍內之覆蓋程度,在太陽能板設置發展初期之地區,對於農地價格無顯著影響;發展中之區域對於農地價格為顯著且正向影響;而太陽能板設置發展成熟地區又轉趨為不顯著影響,可以發現太陽能板設置對於農地價格呈現階段影響之現象。
    In response to global warming, governments worldwide are actively promoting net-zero carbon emissions. The Taiwanese government is fully committed to the development of renewable energy, with solar photovoltaics (PV) being the primary focus. The agricultural sector has also proposed various policies to support renewable energy, most of which emphasize the concept of agrivoltaics. However, in 2018, the guidelines were revised to allow the conversion of general agricultural and pastoral land under two hectares to specific purpose land for ground-mounted solar PV systems. This policy, which permits the reclassification of agricultural land to special purpose land for solar PV use, has sparked considerable controversy. Concerns include the potential displacement of agricultural activities, fragmentation of farmland, and increases in farmland prices. This study investigates whether the policy allowing the conversion of land under two hectares for solar PV installation affects farmland prices.
    This study focuses on Tainan City and uses hedonic pricing theory to establish a regression model to analyze the impact of solar photovoltaic (PV) installations on farmland prices. A regression discontinuity design is employed for empirical analysis to investigate whether solar PV policies affect farmland prices. The results show that the distance from solar PV installations and the coverage within a certain range have no significant impact on farmland prices in areas at the early stage of solar panel development. In regions where solar panel development is ongoing, there is a significant and positive impact on farmland prices. However, in areas where solar panel development is mature, the impact on farmland prices becomes insignificant. These findings reveal that the effect of solar panel installations on farmland prices varies depending on the stage of development.
