    Abstract: 在2016年至2022年間,出現了一個意想不到的趨勢:儘管地緣政治緊張局勢加劇以及全球貿易受到前所未有的衝擊,台灣對墨西哥的貿易順差激增了168%,投資也飆升了489%。這些挑戰包括中國試圖孤立台灣、美中貿易戰以及COVID-19疫情的影響。儘管台墨之間經濟關係的快速增長是在如此特殊的背景下發生,並伴隨著台灣與墨西哥在國際舞台上重要性的提升,但這一反直覺的現象在現有研究中卻意外地少有關注。本研究旨在填補這一研究空白,分析推動台墨商業關係增強的因素及其在地緣政治和經濟轉變下的意義。 本研究提出,台灣與墨西哥之間不斷演變的貿易與投資格局可歸因於台灣與墨西哥不同的發展路徑及全球經濟整合策略,並與兩個關鍵因素的相互作用有關:1)美中貿易戰,2)COVID-19疫情。這些因素透過分析歷史貿易數據與進行半結構式訪談進行探討。本研究通過解開台墨貿易關係的複雜性,不僅加深了我們對該特定案例的理解,也為後疫情全球格局的挑戰與機遇提供更廣泛的啟示。此外,本研究強調了歷史制度主義方法在國際關係學術研究中的潛力,並為政策制定者了解新興戰略角色的崛起及當代地緣政治的重塑提供了參考。
    Between 2016 and 2022, Taiwan's trade surplus with Mexico surged by 168%, and investments grew by 489% amid escalating geopolitical tensions and unprecedented global trade disruptions, including China's efforts to isolate Taiwan, the US-China trade war, and the COVID-19 pandemic. Despite the sharp increase in economic ties occurring in such circumstances and the rising prominence of Mexico and Taiwan on the international stage, this phenomenon has surprisingly received little attention in existing research. This study addresses this gap by analyzing the factors driving the strengthening of the Taiwan-Mexico commercial relationship and its significance in the context of recent geopolitical and economic shifts. Using a historical institutionalist research approach, I argue that this evolving trade and investment pattern is attributable to the interplay of Taiwan and Mexico's distinct development paths and global economic integration strategies with two key factors: 1) the US-China trade war and 2) the COVID-19 pandemic. Through the analysis of historical trade
    data and semi-structured interviews, this research unravels the complexities of the Taiwan-Mexico trade relationship, offering insights into navigating challenges and leveraging opportunities in the post-pandemic global landscape. Additionally, it underscores the value of the historical institutionalist approach in International Relations and informs policymakers about the emergence of new strategic players and the dynamics reshaping contemporary geopolitics.
