| Abstract: | 本研究以台灣信用合作社為研究核心，聚焦在其數位轉型中的趨勢與挑戰，試圖尋求適合台灣信用合作社的數位轉型策略。面對數位化浪潮帶來的衝擊與壓力，台灣信用合作社在市場規模、人力技術及資金支援等方面，皆面臨嚴峻考驗。為此，本研究參考德國、美國與日本的實務經驗，深入探討各國現行運作實務，並依據台灣現行狀況提出實務上面臨之挑戰與建議。 研究首先回顧信用合作社在基層金融體系中的歷史定位與數位化發展現況，接著剖析國際案例中不同模式的優勢與限制，並將重點放在台灣現行政策環境及資訊架構的改進空間上。本研究建議透過成立共用中心、推動漸進式整合及強化政府政策支持，解決現有體系中的結構性問題。同時，藉由創新技術應用，提升信用合作社提供具有溫度服務的金融包容性。 信用合作社在台灣扮演著重要金融角色，其紮根於社區、貼近民眾的小而美的金融服務特性，如何協助其推動數位轉型以促進普惠金融實現，成為一個相當具有意義的課題。本研究期望為台灣信用合作社在數位轉型過程中提供實務參考，協助穩固信用合作社在基層金融體系中的核心地位，實現長期永續經營的目標。
This study examines Taiwan's credit cooperatives, focusing on the trends and challenges of digital transformation and strategies for integrating their information systems. Facing pressures from digitalization, these cooperatives encounter challenges in market scale, technical expertise, and financial resources. Drawing on the experiences of Germany, the United States, and Japan, the research analyzes international practices and provides recommendations tailored to Taiwan's context. It reviews the historical role of credit cooperatives and their current state of digitalization, highlighting opportunities to enhance policy frameworks and information infrastructure. The study proposes establishing shared service centers, promoting phased integration, and strengthening government support. Furthermore, it underscores the use of innovative technologies to improve financial inclusion and provide personalized, community-based services. By advancing digital transformation, Taiwan's credit cooperatives can reinforce their grassroots role and achieve sustainable development. |
