    Abstract: 自二戰後開啟之各式國際援助計畫為現今平衡國際區域發展主流手段,亦為我國維繫邦交的關鍵,然而國內有關國際援助的研究卻顯得較為非主流,探討南太平洋相關議題的更是少之又少,故本研究將以大洋洲區域核心暨主要援助輸出國澳洲為起始國分析援助政策、歷史以及受援國反應,同時結合近年之中國援助帶入地緣政治競爭深入分析並進行批判性研究;而本研究目的除了分析援助政策之外,另一重要動力為提供我國外援政策參考,由於我國亦為大洋洲長期援助國之一,因此澳洲的援助經驗值得我國借鑑與反思。

    本研究以援助輸出國澳大利亞、中國及斐濟、巴布亞紐幾內亞、索羅門群島三個接受國為研究地點,並且完全採取質性研究以及二次分析法分析上述國家之援助分配政策,分析發現澳大利亞援助政策推行實質上不如紙面數據積極,同時還有敷衍搪塞且忽視的不健全態度因而招致島國批評,使中國得以成為澳大利亞以外的主要替代選擇,只是中國援助亦有例如高度隱蔽與援助-投資界線模糊等問題,除此之外,接受援助的島國發展仍緩步亦有部分原因出自於自身施政缺失,因此本文研究將針對各方問題進行批判。

    澳大利亞外援活動最主要問題為介入式色彩過於濃厚且鮮少正視島國訴求,同時政府人員不論是前往當地進行交流的基層或是訪問的高層對於島國時常不經意顯露出傲慢且否定的態度,導致與島國關係難以有效維繫、阻礙澳中大洋洲競爭時澳方之影響力推展,此狀況相當值得我國外援機構與人員引以為戒,同時展望我國未來應逐漸增進對外援助額度以負起更大程度的國際發展責任。
    Foreign Aid maintains not only the mainstream method to balance the international development disparity after WW2 but also the major lever to consolidate diplomatic recognitions for the Taiwanese(ROC) Government. Yet, studies relating to foreign aid remain at the periphery in the Taiwanese IR academic field, let alone South Pacific related foreign aid studies. Thus, this thesis starts from Australia, the major and core aid provider of Pacific Island States, and analyzes their foreign aid policy, history, and receivers’ feedback. In the meantime, the involvement of Chinese aid and extending geopolitical issues will also be taken into consideration, and conduct critical research. Aside from analyzing the foreign aid policy, the main purpose of the thesis is to provide aid policy reference to the Taiwanese Government. Taiwanese aid programs devote time and effort in Oceania for decades. Learning from the Australian experience is apt to reflect our own setbacks and adjustments of aid policy.

    The research surrounds aid providers Australia and China, combining three aid-receiving countries, Fiji, Papua New Guinea, and Solomon Islands. The method utilizes qualitative secondary data research to analyze the aid distribution policy of all countries above. After analysis, we discovered Australian commitment is not as positive as data figures, while ignorance and indifference hamper, resulting in criticisms from island states and the entrance of Chinese alternatives. Meanwhile, Chinese aid also bears problems like secrecy and the mixture of aid and commercial investment. Furthermore, the sluggish development of aid-receiving countries is due to poor governance themselves. Thus, the critical analysis targets each issue from all sides.

    Major issues of the Australian Aid are the intervention nature and ignorance of appeals from island states. Simultaneously, Australian officials either first-line aid agency professionals or cabinet members sometimes inadvertently manifest arrogance or negation towards them. Negative results include the deterioration of mutual relations, hampering Australian influence in the Pacific region while facing Chinese competition. All issues above are indicative of our foreign aid agency and professionals. Further, we prospect our country would increase the foreign aid amount after this research.
