| Abstract: | 隨 著 中 國 大 陸 經 濟 實 力 和 軍 事 力 量 的 快 速 增 長 ， 美 國 在 印 太 地 區 的 戰 略 地 位 面 臨 挑 戰 。 拜 登 政 府 上 台 後 ， 延 續 並 深 化 了 美 國 的 印 太 戰 略 ， 將 中 國 大 陸 視 為 主 要 戰 略 競 爭 對 手 。 在 此 背 景 下 ， 本 研 究 運 用 權 力 轉 移 理 論 為 分 析 框 架 ， 探 討 拜 登 時 期 美 中 在 印 太 區 域 的 互 動 及 其 對 地 區 秩 序 的 影 響 。
本 研 究 首 先 從 國 家 核 心 利 益 的 角 度 ， 分 析 美 中 兩 國 在 印 太 地 區 的 戰 略 目 標 和 政 策 取 向 。 其 次 ， 深 入 探 討 美 國 印 太 戰 略 的 內 涵 ， 包 括 加 強 同 盟 體 系 、 推 動 多 邊 合 作 機 制 等 ， 以 及 中 國 大 陸 透 過 「 一 帶 一 路 」倡 議 和 南 海 政 策 等 擴 大 影 響 力 的 措 施 。 本 研 究 還 分 析 了 印 度 和 東 協 等 地 區 國 家 在 美 中 博 弈 中 的 立 場 和 選 擇 。
透 過 分 析 探 討 ， 研 究 發 現 美 中 在 印 太 地 區 的 互 動 呈 現 出 競 爭 與 合 作 並 存 的 複 雜 態 勢 。 雖 然 戰 略 競 爭 暗 潮 洶 湧 ， 但 在 氣 候 變 化 等 全 球 性 議 題 上 仍 保 持 一 定 程 度 的 合 作 。 這 種 動 態 平 衡 反 映 了 權 力 轉 移 過 程 的 複 雜 性 ， 也 為 和 平 轉 型 提 供 了 可 能 性 。 研 究 結 果 顯 示 ， 「 國 家 意 圖 」 和 「 制 度 彈 性 」 是 影 響 權 力 轉 移 結 果 的 關 鍵 因 素 。 美 國 對 中 國 大 陸 戰 略 意 圖 的 持 續 懷 疑 加 深 了 雙 方 競 爭 的 程 度 ， 而 國 際 秩 序 的 包 容 性 和 適 應 性 則 直 接 影 響 和 平 轉 型 的 結 果 。 基 於 這 些 發 現 ， 本 研 究 提 出 了 加 強 戰 略 溝 通 、 增 進 互 信 、 推 動 制 度 創 新 等 政 策 建 議 ， 以 控 制 衝 突 風 險， 促 進 地 區 穩 定 。

The swift expansion of China's economic and military capabilities presents threats to the United States' strategic standing in the Indo-Pacific area. Upon assuming office, the Biden administration sustained and intensified America's Indo-Pacific strategy, perceiving China as its primary strategic adversary. This paper utilizes power transition theory as an analytical framework to analyze U.S.-China contacts in the Indo-Pacific area during the Biden administration and their effects on regional order.
This study initially examines the strategic objectives and policy directions of the U.S. and China in the Indo-Pacific area through the lens of fundamental national interests. The discussion subsequently explores the U.S. Indo-Pacific strategy, which encompasses the enhancement of alliance systems and the promotion of multilateral cooperation mechanisms, alongside China's efforts to augment its influence via the “Belt and Road Initiative” and its policies in the South China Sea. The research examines the stances and decisions of regional nations, including India and ASEAN, in the context of U.S.-China rivalry.
The analysis reveals that U.S.-China interactions in the Indo-Pacific region embody a complex dynamic of concurrent competition and collaboration. Despite the intensity of strategic competition, a measure of collaboration persists on global issues like climate change. This dynamic equilibrium illustrates the intricacy of the power transition process and offers opportunities for a peaceful transition.
The research findings suggest that “national intentions” and “institutional flexibility” are crucial elements influencing the results of power transition. The United States' persistent skepticism of China's geopolitical objectives has intensified the struggle between the two nations, while the inclusivity and adaptability of the international order directly influence the prospects for a peaceful transition. This study recommends policies that include fortifying strategic communication, augmenting mutual trust, and fostering institutional innovation to mitigate conflict risks and enhance regional stability.
This study enhances the use of power transition theory in modern international relations and offers fresh insights for comprehending and addressing the intricate geopolitical dynamics in the Indo-Pacific area. The research findings hold significant reference value for policymakers in developing regional strategies and for small to medium-sized nations striving for strategic equilibrium amidst great power rivalry. |
