    Title: 我國地方政府租稅競爭之探討

    Abstract: 我國為單一國家制 （Unitary government），長久以來地方財政高度仰賴中央政府之財源移轉，財政自主 （Fiscal autonomy）1程度嚴重不足，許多學者認為現行不動產財產稅之稅基評定過低可能係導致地方自籌財源不足之原因。此等稅基之低估，除受各地方政府自身經濟及社會因素影響外，亦可能為各地方政府間租稅競爭之結果。本文使用公告地價、公告現值及房屋評定現值之追蹤資料 （Panel data），同時以普通最小平方法 （Ordinary least squares, OLS）與兩階段最小平方法 （Two-stage least squares, 2SLS）等多種迴歸模型分析租稅競爭。實證結果顯示地方政府之地價稅與土地增值稅確實存在租稅競爭 （Tax competition）現象，而房屋稅則無法證實有租稅競爭行為。本文期提供政府研擬遏止地方政府競向稅負底部調整之租稅競爭行為與強化地方財政努力誘因機制相關政策之參考。
