Abstract: | 本研究旨於探討文化資產數位化平台之管理議題。文化資產對一個國家的歷史、社會發展、文化保存方面皆具有重要意義,其數位化管理對於保護、保存及分享這些寶貴資源至關重要。本研究以我國「國家文化資產網」為個案分析對象,用以探討文化資產數位化平台管理之效益、困難與挑戰,以確保文化資產得以永續性地保存及傳承。
因文化資產行政人員身為國家文化資產網的使用者也是管理者,雙重身分使其對國家文化資產網的感受亦不同於一般使用者,除反應文資網的使用效益外,亦藉由深度訪談的方式探析文資網的困境及未來營運可能性。本研究以深度訪談法,根據研究問題與研究目的擬定訪談大綱,並針對國家文化資產網進行次級資料收集與深度訪談,了解國家文化資產數位化平台管理之效益、困難與挑戰。
針對「國家文化資產網」硬體與軟體的後續執行,建議應聚焦於以下幾個關鍵方向,以確保系統的長期穩定性與高效運作。
在硬體層面,應強調資料庫的多層次介面設計,提升功能的擴展性以吸引多元使用者,從專業研究者到一般公眾,皆能便利地使用系統。同時,模組化欄位設計與前後台的協同優化,有助於增強系統的靈活性,從而更迅速地因應政策調整或數據需求變動。此外,需建立持續的反饋機制,收集使用者意見以進一步改進系統功能,並在預算與人力資源配置方面確保充足的支持,為長期營運提供保障。
在軟體層面,應優先導入資料標準與檢核工具,並引入自動化功能以提升資料管理的效率與準確性。標準化作業程序(SOP)的制定與實施同樣至關重要,須明確資料更新流程並完善相關指南,以減少操作錯誤。同時,加強人員的專業培訓與交接機制,可有效確保系統的操作知識得以傳承,降低因人員變動導致的系統運行風險。
經前述這些措施的統籌執行,將有助於「國家文化資產網」的長期發展,提升其作為文化資產保護與管理數位化平台的價值與效能。 This study aims to explore the management issues of digital platforms for cultural heritage. Cultural heritage holds significant value for a nation's history, social development, and cultural preservation, and its digital management is crucial for the protection, conservation, and sharing of these invaluable resources. This research focuses on Taiwan's "National Cultural Heritage Website" as a case study to investigate the benefits, difficulties, and challenges of managing digital platforms for cultural heritage, with the goal of ensuring the sustainable preservation and transmission of cultural assets.
As cultural heritage administrators are both users and managers of the National Cultural Heritage Website, their dual roles provide them with a unique perspective that differs from that of general users. In addition to reflecting on the benefits of the website's usage, this study also employs in-depth interviews to explore the challenges faced by the platform and its future operational possibilities. Using a qualitative in-depth interview approach, this research develops an interview outline based on the research questions and objectives. It includes secondary data collection and in-depth interviews focused on the National Cultural Heritage Website, aiming to understand the benefits, difficulties, and challenges of managing the digital platform for cultural heritage.
To ensure the long-term stability and efficient operation of the "National Cultural Heritage Network," the following key directions are recommended for its hardware and software implementation:
On the hardware side, it is crucial to focus on designing a multi-layered user interface that enhances functionality and expands accessibility for diverse user groups, ranging from professional researchers to the general public. Modular field design and optimized front-end and back-end integration should also be prioritized to improve the system's adaptability, enabling it to respond more effectively to policy adjustments and data requirements. Furthermore, establishing a continuous feedback mechanism to collect user suggestions is essential for refining system capabilities. Adequate budget and human resource allocation must also be ensured to support sustainable operation.
On the software side, the implementation of data standards and validation tools, coupled with automation features, should be emphasized to enhance data management efficiency and accuracy. The development and enforcement of standardized operating procedures (SOPs) and clear guidelines for data updates are equally critical to minimizing errors in system operations. In addition, strengthening personnel training programs and handover mechanisms will ensure the preservation of operational knowledge and mitigate risks associated with staff turnover.
By systematically implementing these measures, the "National Cultural Heritage Network" can strengthen its role as a digital platform for the preservation and management of cultural heritage, thereby increasing its value and effectiveness over the long term. |
