    Title: 海巡外勤基層人員代訓課程與核心職能之研究 — 以臺灣警察專科學校海洋巡防科為例

    Abstract: 海巡署歷經多次組改,自水上警察巡邏隊演變至今,組織任務也由「淡水河防」演變成目前現行「海域治安、維護漁權、救生救難、海洋保育,海洋事務」等5大任務,其人力進用方式維持一成不變。
    本研究以質性研究對其進行訪談。主要探討海巡基層人員代訓課程與核心職能,研究臺灣警察專科學校海洋巡防科是否符合其職能需求。研究對象以警專及海巡署艦隊分署職員,其類型學校方面有行政主管、教師、隊職官;海巡方面有內外勤主管、中階幹部、基層隊員。
    本研究發現:1.海巡人員身分複雜,不易統一養成方式。2.警專代訓學生具有使命感且法學素養高,人員年輕可塑性高,透過學校教育方式可以強化團隊合作觀念。3.目前警專教育方向與實際需求不同、學科與實務課程編排失衡、畢業生未具備航海人員適任性、海巡教育設備不足,目前警專提供教育方式不符合海巡任務需求,建議進行調整及修正。最後根據上述研究成果,提出相關建議,做為未來海巡署人員培訓政策之參考。
    The Coast Guard Administration (CGA) has undergone multiple organizational reforms, evolving from the Water Police Patrol Unit to its current form. Its mission has shifted from "defense of the Tamsui River" to encompass five primary tasks: "Maritime Public Security, Fisheries Rights Protection, Search and Rescue, Marine Conservation, and Maritime Affairs." However, its personnel recruitment method has remained unchanged.
    This study adopts qualitative research methods to conduct interviews, focusing on the training courses and core competencies of frontline Coast Guard personnel. It examines whether the Department of Maritime Patrol at Taiwan Police College aligns with the competency needs of its graduates. The research subjects include faculty and staff from the Police College and personnel from the Fleet Branch of the CGA. Specifically, this includes department heads, teachers, and officers from the college, as well as internal and external supervisors, mid-level managers, and frontline personnel from the Coast Guard.
    The study findings are as follows: 1. The complex identities of Coast Guard personnel make standardized training difficult. Substitute trainees from the Police College exhibit a strong sense of mission and high legal literacy. 2. Their youth and malleability make them suitable for cultivating teamwork through educational programs. 3. The current educational focus of the Police College does not align with practical needs. There is an imbalance between academic and practical course arrangements. Graduates lack professional maritime qualifications, and Coast Guard educational facilities are inadequate. The current educational approach provided by the Police College does not meet the needs of Coast Guard missions, and adjustments and improvements are recommended. Finally, based on the research findings, this study provides relevant suggestions to serve as a reference for future personnel training policies of the CGA.
