    Abstract: 現今各種媒體互動型式、開放創新之特色下，使得學術期刊評閱模式面臨重大變革，學術社 群與主編對於開放創新應用的學術期刊評閱模式賦予相當多期許，本研究旨趣在於觀察掌握 國外新形態開放式同儕評閱系統之設計及應用，預計調查國內人文社會學核心期刊主編及圖 資學學者，以及中國大陸圖資學門相關領域之核心期刊主編之評閱與受評閱經驗態度。此外 亦兼及探訪台灣資訊系統廠商就此類開放系統之合作可行性。本研究有助於促進學術傳播與 期刊出版之活力與效益，以及提升同儕評閱制度在國內期刊評鑑機制中的加權價值；在學術 傳播實務研究價值上，不僅提供眾多學術期刊主編思索如何精進同儕評閱流程，也幫助可能 同時身兼作者與評閱者身份的學者們，進一步了解較為理想與實用的友善環境，共同關心發 展趨勢與相關權益。
    Since the innovative development of network social media and the kinds of tools implied in digital contents, the peer review system for scholarly journals has faced a fundamental changes in many aspects. The academic community with editors served for journals have given much concern upon those new trend and mechanism of peer review, a so-called online open peer review is emerging. To evaluate the feasibility of an open peer review system, this study will conduct several surveys and interviews toward the perspectives of either on traditional or open innovative peer review models for the peers of Library & Information Science across the Straits, and the editors of humanity & social sciences core journals in Taiwan. This study, will examine the benefits of utilizing an efficient and practicable approaches to review and evaluation of journals that combined the benefits of both traditional and open-public system facilitated via the internet. It will, in turn, create a communication and􀀁 more friendly useful findings where those peer review systems will be beneficial to journals and scholars.
