The role of scholarly journal editors plays a critical role in the entire academic communication chain. However, the professional training of journal editors has not received much attention and no related research in Taiwan. In addition to complying with international scholarly publication ethics standards, journal editors must also be familiar with the review mechanism and criteria of major academic databases and journal evaluation. With the development of digital technology, journal editors must reconstruct a new type of process that is different from the traditional publishing in the past when they edit, proofread, publish, distribute, and utilize the publishing platform. This research is to explore the competence cognition for editors from scholarly journals and to use depth interviews to gain a deeper understanding of the work content and practical division for academic journal editors in Taiwan. At the same time, this research collects and analyzes international academic publishing ethics, journal evaluation standards, and application conditions as the basis for interviews. Finally, this research discusses the cultivation of academic publishing and the policy and planning of scholarly journals. Therefore, the purpose of this study would like to facilitate journal editors self-examination for its management and journal's academic contribution, as well as benefit journal commercial publishers for strategy in the marketplace. On the whole, either library or government could improve their policy making in a more healthy and positive way.
