    Title: 臺北市危老重建案開發特性影響因素分析

    Abstract: 臺灣近年來面臨著老舊建築物過多及高齡社會的居住需求問題,但都市更新卻因為審議時程過長、產權整合困難而導致更新手段失靈,因此,危老政策作為都市更新政策的後設治理方式,從過去幾年的成果來看,確實達成了加速重建的目標,但是,危老重建開發案相較於一般開發案的目標仍有所不同,具有一定程度的公益性,故本研究試圖從開發案的社會經濟環境特徵作為主軸,歸納危老重建開發案的潛在開發特性,呼應其政策目標。

    本研究採用2019年至2023年臺北市建築管理工程處核發的建造執照資料,經篩選留下住宅開發案資料,並結合政府公開資訊的人口及經濟相關資料,以此討論危老重建案的開發特性影響因素。本研究先觀察開發案在臺北市的分布情形,接著以二元羅吉斯迴歸模型分析,說明危老重建案的開發特性及環境因素可能造成的影響。

    本文實證結果顯示,相較於其他開發案,危老重建開發案具有「基地面積小、所在村里人口密度高、所在村里高齡化程度高、所在村里家戶所得衰退以及受都市更新案件影響」等五項特性,顯示在危老政策施行下,危老重建案確實提供了小規模基地的更新途徑,亦加速了人口密集與老年人口多這類高居住需求地區的居住環境提升。
    In recent years, Taiwan has faced issues with an overabundance of old buildings and the residential demands of an aging society. However, urban renewal efforts have been hindered by prolonged review processes and difficulties in consolidating property rights, leading to the ineffectiveness of urban renewal methods. As a result, “Expediting Reconstruction of Urban Unsafe and Old Buildings Policy” has emerged as a meta-governance approach to urban renewal. Looking at the achievements of the past few years, this policy has indeed accelerated reconstruction efforts. Nevertheless, the goals of“Expediting Reconstruction of Urban Unsafe and Old Buildings Policy” differ from general development projects, possessing a certain degree of public interest. Therefore, this study aims to identify the potential development characteristics of dilapidated building redevelopment projects based on their socio-economic and environmental features, aligning with the policy's objectives.

    This study uses data on construction license by the Taipei City Construction Management Office from 2019 to 2023, filtering out residential development projects. Besides, it also combines this data with publicly available government information on population and economic factors to discuss the influencing factors of“Urban Unsafe and Old Buildings Reconstruction” development characteristics. The study first observes the distribution of these projects in Taipei City, then uses binary logistic regression model to analyze and explain the development characteristics of“Urban Unsafe and Old Buildings Reconstruction” and the potential impacts of environmental factors.
