    Title: 社區中高齡暨高齡者人力再運用-以伯拉罕共生照顧勞動合作社為例

    Abstract: 台灣人口結構持續老化,且少子化的問題,也加速了人口老化的速度,隨著人口結構老化,未來終會面臨「超高齡社會來臨」及「人口紅利消失」衝擊。
    現行可以鼓勵中高齡者及高齡者持續就業或是退休後再就業,不僅增進高齡者的社會參與,提高與社會互動的機會,亦可能幫助中高齡者及高齡者增加經濟收入。因此,本研究藉由伯拉罕共生照顧勞動合作社的案例為訪談對象,探討中高齡及高齡人力在社區中,運用微經濟的服務模式,對中高齡及高齡者本身的價值影響,進而提升社區對中高齡及高齡人力之再運用。
    本研究訪談發現,在伯拉罕共生照顧勞動合作社中,中高齡及高齡者人力再運用因中高齡及高齡居服員多數為在地人,本身有部落的生命歷程,藉由與青年居服員共同合作的過程中,也間接達到了文化傳承、母語傳承的目的,保留住在地泰雅文化的精髓。另中高齡及高齡的居服員很珍惜再就業的機會,相較新進的青年居服員,比較不會挑個案照顧,有較深的使命感與責任心,是他們在工作中的優勢。伯拉罕勞動合作後期,也因為年青人認識了這個組織,加上部落的口耳相傳,部落外漂的年青人、媳婦幫、在地的青年人,也都陸續加入居家服務的工作,讓居服員在工作中找到自我價值實踐的機會,提供各項支持措施,期望未來居服政策的發展輪廓,應支持小規模社區式的服務,唯有在地社區化的深耕,發展鄰里照顧的模式,運用在地人服務在地人的理念,不但促進中高齡及高齡者再就業、二度就業或轉職的機會,更達成互助共生的理念。
    本研究提出研究建議,應針對持續培力與發展中高齡及高齡者就業的創新服務、組織中拓展與創造青銀共融的合作機會、開發可適合中高齡及高齡者就業的鄰里照顧模式、政府制度法令的調整與放寬與方案宣導之四大面向,可供後續政府制定政策及後續規劃相關方針,可再持續研究與精進。
    Taiwan's population continues to age as a result of declining birth rates and prolonged life expectancy, together accelerating the pace of aging. As the population ages, Taiwan will inevitably face the impacts of a " Super-aged society " and the disappearance of demographic dividends. Encouraging middle-aged and elderly individuals to continue working or re-enter the workforce after retirement not only enhances their social participation and interaction opportunities but also potentially increases their income. Therefore, this study examines the impact of utilization of the manpower of middle-aged and the elderly on community revitalization through micro-economic service models by interviewing workers of the Plahan Cooperative Care Labor Union..
    The study found that within the Plahan Cooperative Care Labor Union, the reuse of middle-aged and elderly labor is facilitated by the fact that many caregivers are local residents with tribal life experiences. Through collaboration with younger caregivers, the process indirectly achieves cultural and linguistic preservation, thereby retaining the essence of local Tayal culture. Middle-aged and elderly caregivers value the opportunity for re-employment, demonstrating a stronger sense of mission and responsibility compared to younger entrants, which is advantageous in their work. As the Plahan Cooperative Care progressed, its reputation spread among the younger generation outside the tribe, attracting young couples and local youths to join home care services. This environment allows caregivers to find opportunities for self-realization and provides various support measures. This study gives ample reasons to implement policies that support small-scale community-based services and promote the concept of using local people to meet local needs, including care needs by facilitating more middle-aged and elderly individuals to re-enter the workforce or switch careers in order to achieve mutual assistance and symbiosis.
    The study proposes recommendations focusing on continuous empowerment and development of innovative services for middle-aged and elderly employment to achieve the following goals: expand opportunities for intergenerational cooperation, develop neighborhood care models suitable for such employment, and adjust government regulations, and promote schemes accordingly.
