    Abstract: 這篇論文探討了數位絲路(DSR)在全球網路治理領域中對中國規範性權力的作用和影響,並特別聚焦於東協地區。作為一個崛起中的全球數位大國,中國提出了一種針對當前以西方為中心的網路治理秩序的替代方案。中國積極提倡一種被稱為「網路主權」的替代全球網路治理標準以保護其數位生態系統,而不依附於當前西方的標準。為了正當化中國在當前網路治理格局中的地位及鼓勵志同道合的國家採納其標準,北京還引入了一種源於儒家「和諧」原則而生的「網路空間命運共同體」理念。這篇論文的主要論點是:DSR作為中
    國規範性權力的具體體現,旨在對國際秩序產生影響力並塑造其規範力。為了分析社會化過程,筆者採用了學者卡瓦爾斯基(Kavalski)對中國規範性權力階段的概念:互動、刻意
    的關係及實踐社群。這一過程的巔峰透過DSR產生了中國-東協全球網路合作的四個獨特特徵:不干預、對數位能力建設的資助、數位基礎設施盟友及相互的數位市場整合。
    This thesis examines the role and impact of the Digital Silk Road (DSR) on China’s normative power within the realm of global Internet governance, with a specific focus on the ASEAN region. As a rising global digital power, China presents an alternative to the current Western-centric cyber governance order. Instead of adhering to Western cyber norms, China actively advocates for an alternative global Internet governance norm known as “cyber sovereignty” as a means to safeguard its digital ecosystem. Beijing has also introduced a normative idea, “community with a shared future in cyberspace,” rooted in Confucian principles of “harmony,” to both justify its position in the current cyber governance landscape and encourage like-minded countries to adopt Chinese cyber norms. The main argument of this thesis is that the DSR serves as a manifestation of China’s normative power, aiming to exert influence and shape the international order. To analyze the socialization process, I utilize Kavalski’s conceptualization of the phases of China’s normative power: 1) interaction; 2) deliberate relations; and 3) community of practice. The culmination of this process through the DSR results in the establishment of four distinctive characteristics in China-ASEAN Internet cooperation: non-interference, patronage in digital capacity-building, digital infrastructure ally, and reciprocal digital market integration.
