    Abstract: 韌性(Resilience)一詞被提出以作為氣候變遷下的回應行動時,這個概念被許多領域冀望成為永續性理論框架下的具體操作原則,其中亦包含了經濟韌性。在眾多經濟韌性面向中,產業系統的韌性對以製造業為主的經濟有著最大的影響,而工業發展的複雜交互關係的相關研究更包含聚集經濟(agglomeration economics)、工業地域(industrial district)、及產業群聚等,單一主題恐怕皆無法作為經濟韌性全貌的解釋。鑒於國土規劃者及產業空間政策制定者理解到經濟韌性的重要性,卻往往無法在空間上對於產業區域判斷取得足夠的資訊。本文擬以地理資訊系統(Geographic Information System, GIS)進行平均最近鄰分析判斷廠商座落區位是否有空間聚集現象,進一步建置工廠分布的網格資料,並採用LOCAL MORAN'S I分析界定歷年各產業於空間上聚集之區位與範圍,以及空間聚集趨勢的變化。結合各產業空間上的平均存活時間以及聚集型態的基礎資料,包含各年度的空間聚集與產業聚落的變化,提供產業群聚與韌性之關聯。未來期以國土規劃觀點,探討土地使用分區與經濟韌性之關聯性,以及對產業、國土政策與資源投注之應用與啟示,提供政府在規劃國土資源時相關證據基礎。
    As the term Resilience was thought as a response to climate change, the concept was seen by many as a concrete operational strategy within the framework of the sustainability theory, including economic resilience. Among the many economic resilience dimensions, the resilience of the industrial system has the greatest impact on the manufacturing-oriented economy. While the study of the complex interaction of industrial development includes the agglomeration economics, Industrial regions, industrial regionalization, and industrial cluster, a single theme may not be an explanation of economic resilience. Although spatial planners and industrial space policy makers understand the importance of economic resilience, they have insufficient information on industrial planning. This study intends to use the Geographic Information System (GIS) to conduct average nearest neighbor analysis to determine whether there is a spatial aggregation phenomenon in the location of the factory, and to further construct the grid data of the factory distribution, and use LOCAL MORAN'S I to analyze and define the location and scope of spatial aggregation of various industries over the years, as well as changes in spatial aggregation trends. Combining the average survival time of each industry in space and the basic data of aggregation types, including the changes in spatial aggregation and industrial settlements in each year, it provides the relationship between industrial clusters and resilience. In the future, this study could utilize the perspective of spatial planning to discuss the relationship between zoning and economic resilience, and provide the government with a scientific basis for the distribution of resources.
