    Title: 臺灣的平臺與新聞政策之制定過程與政府角色分析

    Abstract: 本研究的研究標的為自2021年2月澳洲通過新聞議價法後,臺灣平臺與新聞政策的推動過程及其脈絡。其中,本研究主要探討行政部門之行動與論述,並將各方行動者之行動作為對照,試圖梳理現今平臺灣平臺與新聞政策下的關鍵行動者與其作為,以及,進一步分析臺灣的平臺與新聞政策背後所隱含的社會理念及制度。

    本研究的研究框架主要採用Peters (2002)的「5I構面」框架作為研究視角,依循不同面向分析臺灣平臺與新聞政策的政策推動過程與特色,並以Terry Flew (2021)對於網際網路政策之詮釋作為補充。研究方法部分,本研究深度訪談參與平臺與新聞議題的相關產業、政府各部會以及學界的參與人員,探詢其中的行動作為、倡議策略、利益主張、組織慣性與困境。並結合論述分析,透過官方報告與報導,分析各部會間的組織邏輯。

    本研究發現,現今的平臺與新聞政策鑲嵌於平臺化社會的影響,在新自由主義的主流論述與意識形態籠罩下,行政部門、立法部門與專家學者、新聞業者間呈現去中心化的互動模式。在社會信念上,政府部會承襲過往由新自由主義影響的市場主導意識,並在論述上將數位轉型與共榮發展相互結合。
