Abstract: | 本研究以2016年席捲全球的「民粹主義」為靈感,試圖分析「民主政治」與「民粹主義」的關係,以及自2018~2020年間在臺灣由韓國瑜掀起的民粹政治如何形成、衰退以及後續的影響。
本研究通過「比較研究途徑」,搭配「歷史研究法」與「文本分析法」,以及浦薛鳳(1955; 1981)提出的「五項政治因素」為指標,以求釐清上述問題。研究結果發現:「民主政治」與「民粹主義」至少存在「人民觀」、「菁英觀」、「自由觀與制度觀」等層面的不同,使得民粹主義相對民主政治具有較狹隘的政治視野和傾向威權主義的可能。而從「政治人物」、「政治現象」、「政治制度」、「政治觀念」與「政治勢力」等政治因素解析「韓流」,可發現韓國瑜確實符合「學理上」的民粹主義者,且五項因素既促成他成功當選2018年高雄市長、卻也導致其政治聲望衰退,最終於2020總統選舉中落敗、並於同年6月6日遭高雄市民罷免下台。而韓流中的「中國因素」與「內生的」國族認同衝突,是臺灣這波民粹主義有別於其他國家之處。
最後,從臺灣民主發展的過程觀之,韓國瑜的民粹主義雖未對臺灣造成制度上的損害,然其帶來的政治效應警示臺灣已到了應檢視自身民主體制的時刻。特別在韓國瑜遭罷免後陸續舉行的「報復性罷免」和「公民投票」是否會促成臺灣內部更深的政治極化導致民主衰退,是未來值得關注的目標。 This study takes inspiration from the global wave of “populism” that swept across the world in 2016. It aims to analyze the relationship between “democracy” and “populism”, as well as the formation, decline, and subsequent impacts of populist politics in Taiwan, led by Han Kuo-Yu from 2018 to 2020.
Using the “comparative approach,” along with the methods of “historical research” and “textual analysis,” and employing the “five political factors” proposed by Pu Xuefeng(1955; 1981) as indicators, this study seeks to clarify the aforementioned issues. The research findings reveal that “democracy” and “populism” differ in various aspects such as “perspective on people,” “perspective on elites,” “perspectives on freedom and institutions,” etc. These differences contribute to populism having a narrower political vision and a potential inclination towards authoritarianism compared to democracy. Analyzing the “Han wave” through the political factors of “political figures,” “political phenomena,” “political institution,” “political concepts,” and “political forces,” it can be observed that Han Kuo-Yu indeed fits the theoretical definition of a populist, and these five factors both contributed to his successful election as the mayor of Kaohsiung in 2018 and led to his political reputation decline, ultimately resulting in his defeat in the 2020 presidential election and his recall by the citizens of Kaohsiung on June 6th of the same year. The "China factor" and the internal conflict of national identity within the "Han wave" set Taiwan`s populist movement apart from those in other countries.
In the end, from the perspective of Taiwan`s democratic development process, although Han Kuo-Yu`s populism did not cause institutional damage to Taiwan, the political effects it brought serve as a warning that Taiwan has reached a moment to examine its own democratic system. It is worth paying attention to whether the subsequent “revenge recalls” and “referendums” held after Han Kuo-Yu`s recall will deepen internal political polarization in Taiwan, leading to democratic decline. |
