    Title: 國際性別援助之有效性
    The Effectiveness of Foreign Aid Targeting Gender Equality

    Abstract: 邇來在聯合國2030永續發展議程下,國際上以性別平等為目標之援助與日俱增。然,這些國際援助是否有效泯除性別不平等,抑或這些高昂的資源挹注全然付諸流水,此時性別援助有效與否不啻為當前國際社會的關鍵課題。若與性別平等理論鏈結,國際性別援助主要可分為專為特定性別設計之援助活動與性別主流化援助。不同援助類型是否產生效果上的差異,遂成為本文另一關注核心。最後,發展中國家常處於政權遞嬗或政治環境動盪的狀態,進而影響許多援助活動或計畫的推展。本文主張,政治不穩定性將大幅削弱國際性別援助所能發揮的作用。
    透過Allison(2009)所提出的「固定與隨機效果並用法」(hybrid method of fixed and random effect model),本研究試圖分析2010-2019年間116個受援國接收性別援助後對該國性別表現的影響,以期提供有用的政策意涵。研究發現,性別援助確有矯正受援國性別不平等之成效,且「專為特定性別設計之援助活動」與「性別主流化援助」兩者具效果上的差異。經驗證據暗示援助國未來擬定相關援助計畫時,應以轉化性別關係為目標,並持續落實性別主流化,促使性別平等成為所有政策蘊含之基本價值。
    再者,若從不同時點觀之,當一國政治穩定性好轉時,性別援助的效果會得到強化,相反則造成銷抵;但倘從跨國角度比較之,政治越不穩定的國家,性別援助所能發揮的效果越大。循本文研究成果所見,援助國除了應履踐國際社會責任持續投注資源於政治環境較不穩定的國家外,積極與夥伴國合作,協力因地制宜、改善當地政治環境穩定度亦相當重要。
