Abstract: | 機場為國家重要交通建設,其也為周圍地區帶來就業機會與交通便利性,並發展航空產業聚集的新城市型態。但另一方面,機場產生之外部性成本,例如:噪音、空氣污染等,除了影響人體健康,並可能進一步造成鄰近地區不動產之負面影響。航空噪音與周遭房屋價格之關聯也受到許多文獻探討,但對於結果仍存有分岐。本文以桃園機場周圍住宅為研究對象,利用特徵價格法探討2012年至2016年桃園機場對於鄰近住宅為正面抑或負面影響,並進一步驗證2014年重新修訂「桃園國際機場航空噪音防制費使用辦法」後,對於周圍住宅是否有顯著影響。
本文使用線性、半對數、逆半對數、雙對數及Box-Cox雙邊轉換模型進行迴歸分析,其中以Box-Cox (Both side-D) 之模型解釋力最佳。實證結果顯示,至桃園機場距離愈近,房屋成交總價愈高,顯示機場為一迎毗設施。第一級噪音防制區及第二級噪音防制區與房屋成交價格呈現負相關,亦即航空噪音對於噪音防制區內的房屋價格有負面影響,而第三級噪音防制區內之房屋成交總價不受噪音之負面影響。於2014年重新修訂「桃園國際機場航空噪音防制費使用辦法」,改以現金直接核撥噪音防制費後,對於房屋價格則無呈現顯著正向影響。 The airport is an important national transportation construction, which also brings employment opportunities and transportation convenience to the surrounding area, and develops a new urban form of aerotropolis. On the other hand, the external costs incurred by the airport, such as noise, air pollution, etc., may not only affect human health, but may further cause a negative impact on the real estate value under the flight paths. The relationship between aviation noise and surrounding housing prices has been well documented, but there are still some notable exceptions. This paper takes residential buildings near Taoyuan International Airport as the research subject, and uses the Hedonic Price Model to explore the positive or negative impact of Taoyuan International Airport on them from 2012 to 2016, and further verify whether there is a significant impact on the surrounding residential buildings after the revision of the "measures for the use of aviation noise control fees at Taoyuan International Airport" in 2014.
In this paper, linear, semi logarithmic, inverse semi logarithmic, double logarithmic and Box Cox bilateral transformation models are used for regression analysis. The Box-Cox (Both side-D) model was found to have the best explanatory power. The empirical results show that the closer the distance to Taoyuan airport, the higher the housing prices, indicating that the airport is a YIMBY facility. The first level noise control area and the second level noise control area are negatively correlated with housing prices, that is, the aviation noise has a negative impact on the housing prices in the noise control area. However, housing prices in the third level noise control area are not negatively affected by the noise. In 2014, the "measures for the use of aviation noise control fees at Taoyuan International Airport" was revised. After the noise control fees were directly allocated in cash, the results showed that the revised measures had no significant positive impact on the housing prices. |
