    Abstract: 1978年、韓国は正式に世界で21番目の原発保有国となった。発電所増設を続ける一方で、韓国は総力を挙げて原発国産化を追求することを忘れなかった。今日韓国は世界第6位の原発保有国であるのみならず、自国ブランドも創設して海外へ進出している。2009年にはアラブ世界初となる原発の200億ドルに上る建造契約を一挙に勝ち取り、輸出への遠大な志を奮い立たせることとなった。文在寅政権の脱原発政策は国内における原発建設の見通しに大打撃を与えたが、政府による輸出への決心は揺らいだことがない。しかし過去を振り返ってみると、韓国の原発輸出の途は決して順調ではなかった。脱原発政策が影を落としているとはいえ、韓国を挫折させた真の原因は、主として海外市場での需要の落ち込みと熾烈な競争にある。もし劣勢を覆したいのなら、アドバンテージのある原発技術を保持し続けるほか、融資能力と外交関係を拡大し引き上げる必要がある。
    1978年韓國正式成為全球第21個核電國家。在持續擴建電廠之餘,韓國不忘戮力追求核電國產化。今日韓國不僅是全球第六大核電國,更自創品牌,進軍海外。2009年,韓國一舉贏得阿拉伯世界首座核電廠200億美元的興建合約,激起韓國核電出口的雄心壯志。雖然文在寅政府的廢核政策,重創國內核電建設前景,但韓國政府推動核電出口的決心,未曾動搖。然而,回首過去,韓國核電出口之路,並不順遂。雖然廢核政策陰影籠罩,但真正令韓國受挫的原因,主要來自海外市場的疲弱需求與激烈競爭。韓國若要扭轉頹勢,除了繼續保持優異的核電技術外,更須擴大與提升融資能力和外交關係。
    In 1978, South Korea became the 21st nuclear power country in the world. In addition to the continuous construction of nuclear power plants, South Korea also actively pursued the independence of nuclear power technology. Today, South Korea is not only the sixth largest nuclear power producer in the world, but also has successfully established its own nuclear power brand. In 2009, South Korea won a $20 billion contract to build the first nuclear power plant in the Gulf Arab region, evoking South Korea`s ambitions to become a leading role in the global market. However, in retrospect, exporting nuclear power has been a rough ride for South Korea. Although the Mun Jae-in Regime phasing-out nuclear power policy has cast a shadow on nuclear power industry, weak market demand and strong competitors are the main factors hindering South Korea`s nuclear power exports. If South Korea wants to reverse disadvantage, in addition to maintaining its leading position in nuclear power technology, it must also raise its financing capacity and strengthen its foreign relations.
