    摘要: 本文的主要目的是介紹《國民體育法》修正後，「特定體育團體」（單項運動協會）在《人民團體法》及《國民體育法》之間的適用關係，並了解其運作規範，再加上介紹中華民國橄欖球協會的運作現況，期使國人充分了解並能積極參與各單項運動協會，同時針對規範不完善之處提出建言，期許逐步完成各項體育改革。
    With the example of Chinese Taipei Rugby Football Union, the aim of this study is introducing how ＂specific sports group＂ (specific sports association) works under the regulations of Civil Associations Act and National Sports Act after the amendment of National Sports Act. Through the explanation, this study looks forward to allowing people to comprehensively understand how these specific sports groups work and providing suggestion to the drawbacks of the regulations. Ultimately, the improvement of the current situation in sports can be expected.
