    Abstract: COVAX是超越貧富國家,致力全球新冠疫苗分配正義的整合平台。臺灣也在此平台中獲配疫苗。然而COVAX畢竟受限於機構的制度慣性,且在資源及服務範疇等方面相當不足。有鑑於臺灣在疫苗實質生產上之缺乏,亦非世界衛生組織(World Health Organization, WHO)或COVAX承認的成員,要藉由COVAX平台提供援外事業幾無可能。唯超越COVAX運作邏輯,並汲取臺灣半世紀以來圍繞在疫苗運用的治理經驗,才有機會找到適切的援外策略選擇,包括在疫苗的實施、配套環境制度、監測分析、以及包括接種在內的整合防疫施為等。
