    Title: 考試院公務資料開放與管理之研究

    Abstract: 我國於2012年開始推動政府資料開放,並於2017年英國「開放知識基金會」(Open Knowledge Foundation)所公布之全球開放資料排名中榮獲世界第一的殊榮。然而,我國目前的政府資料開放大都僅止於行政院體系下之機關與業務,考試院體系並未全面推動資料開放工作。因此,本研究目的在於盤點考試院資料開放之能量,並參考行政院過去做法建立考試院資料開放之規範。本研究首先針對過去政府資料開放之文獻進行回顧,從中梳理出推動時所需注意之事項;再來針對考試院及其所屬部會人員進行深度訪談,了解其對於開放資料之看法,並針對二部二會進行初步的資料欄位盤點;最後,舉辦兩場焦點團體座談,分別從「資料使用者」及「資料管理者」兩方的角度探討資料開放工作的挑戰與困難,做為考試院規劃未來資料開放之參考。研究結果顯示,考試院及所屬機關在現行開放資料的「品質」及「數量」皆稍嫌不足,現行提供之資料也尚未滿足使用者的需求與期待。本研究根據上述發現,提出以下政策建議,包含短期內應盡快建立考試院開放資料相關法制、確定資料開放推動策略、並了解使用者需求,以及中長期應關注開放資料專法進度、配合遵循與銜接相關管理措施、並持續提升開放資料的品質。
    Taiwan began to promote the work of open government data in 2012 and won the title of world’s best performance according to the Open Knowledge Foundation ranking in 2017. However, most of the currently opened government data are limited to the agencies in the Executive branch. The Examination branch, on the other hand, has not yet fully promoted the idea of open data. Therefore, the purpose of this research is to understand the potential of the agencies under the Examination Yuan regarding data opening, and to establish the framework for the Examination branch to open its data. This research first reviewed the literature on the open government data in the past and sorted out the key points that need to be paid attention to when promoting the work. Then, we conducted the in-depth interviews on the people in charge of data opening in the agencies under the Examination branch to understand their viewpoints and attitudes. Then we asked these agencies to do a preliminary inventory check on data that can be opened to the public. Finally, we held two focus group seminars to understand the challenges and difficulties of data opening from the perspective of both “data users” and “data managers”. The ultimate goal is to come up with the plan for the Examination Yuan to release government data in the future. Results show that the “quality” and “quantity” of the currently opened data from the Examination branch are insufficient and cannot meet the needs and expectations of the users. Based on the above findings, this research provides the following recommendations: In the short term, the Examination Yuan must make its own law for open data, to clarify the promotion strategies, and to understand the needs of the users. In the long term, the Examination Yuan must coordinate its steps with the process of the Open Data Act so that the Examination Yuan can adjust its managerial measures and increase the quality of its open data.
