    摘要: 近年來氣候變遷的衝擊下,永續發展的意識逐漸抬頭,綠建築之議題也開始受到關注,我國亦推行綠建築評估系統(EEWH),希冀建築能降低環境污染、減少資源浪費,亦能同時提供舒適健康的使用空間。然而,我國現行評估系統主要針對建築設計、建築型態進行審核評估,對於綠建築管理維護、使用營運卻無相關規範,較無持續性、管理層面的考量。此外,就建築生命週期而言,建築營運維護階段係為整體週期所佔時間、提列成本之最。是故,若能加強建築營運階段的性能追蹤、提供完善的管理機制,並同時考量節能、減碳的策略,則更可有效達到綠建築「永續發展」的初衷。

    爰此,本研究旨在建立綠建築營運階段「管理與維護」之評估架構,以辦公建築作為研究對象,建構綠建築評估指標,使永續發展、節能省水之思維得持續於綠建築體系中發揮其影響作用,並有效追蹤建築的使用狀態,於妥善的管理下,延長建築使用壽命。

    本研究首先透過文獻回顧,釐清綠辦公建築營運使用期間,所應著重評估之指標內涵與要素,以此初擬評估指標架構。其次,運用模糊德爾菲問卷的調查,透過專家學者的專業填答,可確立綠辦公建築營運階段「管理與維護」的評估中,應包含三大面向、七項指標分類,共二十九項指標項目。最後,再利用層級分析法問卷,進一步調查層級間各面向、分類與指標項目之權重值,得出相對重要性之排序,以作為未來相關評估系統擬定之參考。
    In recent years, under the impact of climate change, the awareness of sustainable development has risen, and green buildings have also begun to receive attention. Under this trend, Taiwan has implemented the Green Building Evaluation System (EEWH), which enables buildings to reduce environmental pollution and resource waste, while also providing comfortable and healthy space for use. However, the current evaluation system mainly focuses on the evaluation of building design and building status. There are no relevant regulations for the management and maintenance of green buildings. Thus, there are relatively no sustainability and management considerations. In addition, as far as the life cycle of a building is concerned, the time and cost of the building operation phase are the most. If we can track the performance during the operation phase, provide a comprehensive management mechanism, and consider energy-saving and carbon-reduction strategies at the same time, it will be more effective to achieve the "sustainable development" of the original intention of green buildings.

    Therefore, this research aims to establish an evaluation framework for the "management and maintenance" of the green building operation phase, and uses office buildings as the research object. In this way, the green building can be continuously affected by sustainable development and energy saving, and it can effectively track the use status of the building and extend its life.

    This study firstly through literature review, understands the indicator elements that should be emphasized during the operation of green office buildings, in order to initially establish an evaluation framework. Secondly, using the fuzzy delphi method survey, through the responses of experts and scholars, it is established that the evaluation of the "management and maintenance" of the green office building operation phase should include three aspects, seven categories, and a total of 29 indicators. Finally, use the analytical hierarchy process survey to investigate the weights of various aspects, categories, and indicators among the levels to get the relative importance rankings and help formulate future related evaluation systems.
