    Title: 以社會資本強化農村韌性之研究 -以宜蘭縣員山鄉深溝新農為例

    Abstract: 近年因都市快速運轉的生活壓力與都市內環境品質的下降,都市原有的拉力漸轉為阻力甚至是推力,充滿人情味、守望相助的農村,帶來比都市更多心靈上的溫暖;充滿綠意、視野廣闊的農村,帶來比都市更宜人的生活空間,這樣的農村生活成為一個亮點。
    而臺灣的農村卻因為過去居住人口的外移以及生產人口的老化,造成農村經濟蕭條、設施窳陋、整體發展延宕,使農村應對文化斷層、天災侵襲的韌性嚴重不足。如今農村再次成為一個生活所在地的新選擇,那麼使農村有能力承受、抵抗衝擊,並快速從衝擊中恢復的農村韌性就成為重要的農村議題。
    本研究以宜蘭縣員山鄉深溝新農為例,新農以善待土地的理念自主匯聚於深溝村進行友善耕作,循著第一批新農的軌跡進入農村,透過他們的引介租得耕地,並與在地老農保持良好的互動,也透過自產自銷的模式與農村外的消費者建立連結,厚植與不同群體的社會資本,以利其在深溝村持續耕種、經營品牌、深根在地,使深溝村展現出有別於其他傳統農村獨特且更具農村韌性的風貌。
    以Amit Ashkenazy(2018)等人提出的五項強化農村韌性策略為框架,分析深溝新農的經營模式,本研究發現要使農村韌性策略順利運作,深厚且紮實的社會資本是重要的要素之一,換言之,厚植社會資本對強化農村韌性有正向的幫助。惟深溝新農應注意社會資本的陰暗面,以避免受其限制;另政府部門應與農民們保持適度的連結與對話的空間,並於決策中尊重和考慮農民的自主意識與農民對農村的自主權,以利農村永續之發展。
    In recent years, due to the pressure of life in the fast-moving city and the decline in the quality of the urban environment, the original pulling force of the city has gradually turned into resistance or even thrust. The humane and supportive countryside brings more spiritual warmth than the city; full of greenery, the countryside with a broad field of vision brings a more pleasant living space than the city, and this kind of rural life has become a bright spot.
    However, rural areas in Taiwan have suffered from economic depression, poor facilities, and stagnation in overall development due to the migration of residential populations and the aging of the production laborers, lead to insufficient resilience to cope with cultural faults, natural disasters. Today, the countryside has once again become a new choice for a place to live, how the residents withstand shocks and quickly recover has become an important issue of rural resilience.
    In this study, a case of new farmers in Shengou Village, Yuanshan Township, Yilan County was taken as an example. The new farmers gathered together in Shengou Village for environmentally friendly farming based on the idea of being kind to the land. They followed the path of the farmers that first stepped into the village, acquired farmland by lease through their introduction. The newcomers also maintained good interaction with local farmers, and established connections with consumers outside the rural areas through the self-production and self-sales model, and cultivated social capital from different groups to facilitate their continuous farming, brand management, and lay a foundation in the village. It showed Shengou Village as a unique and more resilient style that is different from other traditional rural areas.
    Based on the five strategies for strengthening rural resilience proposed by Amit Ashkenazy et al. (2018), the study analyzed the business model of Shengou new farmers, and found that deep and solid social capital is one of the important elements for smooth operation of rural resilience strategies. In other words, cultivated and accumulated social capital has a positive effect on strengthening rural resilience. However, Shengou new farmers should pay attention to the dark side of social capital to avoid being restricted by it. In addition, the government officials should maintain an appropriate space for connecting and dialogue with farmers that their sense of self-governance and autonomy in rural areas should be respected and considered in decision making, so as to facilitate the sustainable development of rural areas.
