    The impact of unpaid parental leave on women`s labor force participation rate

    Abstract: 臺灣自1951年以來婦女生育率長期下降,導致國家因此面臨少子化及高齡化的嚴峻考驗,該趨勢不僅將造成國力衰退,並會對國內產業產生重大衝擊,因此政府為解決人口問題,皆以提高女性勞動參與率為當務之急,並提出許多讓女性能兼顧家庭照顧並對女性勞動參與友善的政策,有鑑於日本等國家,莫不以提出能照顧親屬為由之假別為主要政策,故本研究以臺灣育嬰留職停薪政策是否能幫助婦女平衡家庭及工作,並達到促使婦女回到職場提升婦女勞動參與的效果,並探討婦女勞動參與率是否受到每人每年可支配所得、每戶兒童人數、失業率、工業就業人數比率及離婚率等因素影響,並加入空間相關因素,以突破一般傳統模型並無法反映出空間的關係。
    經實證研究結果發現,每戶兒童人數對婦女勞動參與率有顯著負向空間相關,工業就業人數比率對婦女勞動參與率有顯著正向空間相關,業別確實會影響是否婦女就業之決定。而育嬰留職停薪政策、每戶每年可支配所得、失業率及離婚率對臺灣婦女在決定是否投入職場時並没有顯著空間相關影響。
    Taiwan`s long-term decline in female fertility rate since 1951 has led to the country facing a severe test of low birth rate and aging, a trend that will not only lead to a decline in national strength, but also have a major impact on domestic industries. Therefore, this study looks at whether Taiwan`s policy of unpaid parental leave can help women balance family and work, and achieve the effect of promoting women`s labor force participation rate in the workplace, and explores whether women`s labor participation rate is influenced by factors such as annual disposable income per person, number of children per household, unemployment rate, industrial employment rate and divorce rate, and adds space-related factors to break through the general traditional model and fail to reflect spatial relations.
    Empirical studies have found that the number of children per household is significantly negatively space-related to women`s labor force participation rate, and the industrial employment rate is significantly positive-space-related to women`s labor force participation rate, and that industry does influence the decision on whether or not women are employed. The policy of unpaid parental leave, annual disposable income per person, unemployment rate and divorce rate have no significant spatial impact on Taiwanese women in deciding whether to enter the workplace.
