    Abstract: 廢潤滑油過去因不易清除、處理之特性及回收再利用價值低等因素,環保署於民國86年將其列為公告「應回收廢棄物」進行全面列管及資源回收管理基金補貼,而後因國際原油價格逐漸上漲,使其可轉製成再生燃料油作為鍋爐燃料使用,經濟價值隨之提高,無須補貼即可依市場機制維持回收處理體系正常運作,故環保署於民國101年取消廢潤滑油回收清除處理補貼。然而,近年來鍋爐空氣污染物排放標準加嚴,再加上經濟部因應COVID-19疫情,啟動中油紓困方案,燃料油之工業客戶購油可享折扣,使新鮮燃料油之價格大幅降低,綜合上述原因,業者已傾向使用降價後之新鮮燃料油,從而導致再生燃料油價格不斷下跌,使廢潤滑油原有回收體系之市場經濟面臨挑戰。
    本研究透過資料彙整及深入訪談得知目前國內每年廢潤滑油大概約有20萬公秉(約18萬公噸)流入未經申報管制之自由交易市場,作成次級燃料油、次級潤滑油及其他次級油品,主要是經過簡單加工處裡製作成鍋爐再生燃料油為主。廢潤滑油回收製成初級再生燃料油之「再生經濟」因鍋爐空污標準加嚴,回收通路造成影響,政府管理單位需研擬廢潤滑油回收及再利用為高值基礎油之「循環經濟」管理政策,建議政府再度將廢潤滑油列為公告「應回收廢棄物」以利推動「循環經濟」,期待我國廢潤滑油回收處理往「從搖籃至搖籃(C2C)」之「循環經濟」及「永續發展」目標邁進。
    本研究嘗試使用SWOT策略分析工具將目前國內就廢潤滑油「循環經濟」的發展策略:「建構健全友善廢潤滑油循環經濟生態系統」策略議題的優劣勢(S & W)及機會威脅(O & T)於目前內部條件及外部環境進行評析,並採訪重要利害關係人,亦將廢潤滑油回收再利用為高值再利用產品進行商業模式探討,藉此提供政府作為後續廢潤滑油管理及策略的參考。
    基於友善環境、循環經濟政策及國外成功經驗,擬引導及獎勵民間業者自主投資設置廢潤滑油高值化再利用設施,並結合具潤滑油製作廠商,共同研發市場競爭力的高值「再生潤滑油產品」,除可減少石油原料消耗,降低碳排放;建置廢潤滑油健全友善循環經濟生態系統,由利害關係人團結一致,建置友善健全生態圈,來妥善解決廢潤滑油去化管道及能資源永續發展,確實由物質流回收取代燃料流回收之「循環經濟」目標。
    Waste lubricating oil in the past because of the difficult to remove, treatment characteristics and low recycling value and other factors, the Taiwan EPA(1997) listed it as “announcement should be recycled waste” comprehensive management and resource recycling management fund subsidies, and then because of the international crude oil prices gradually rising, so that it can be converted into renewable fuel oil for boiler fuel use, economic value will be increased, without subsidies can be maintained according to the market mechanism to maintain the normal operation of the recycling system, so the Taiwan EPA(2012) lifted the pipeline and eliminated waste lubricating oil recycling treatment subsidies. However, in recent years, boiler air pollutant emission standards tightened, coupled with the Taiwan Ministry of Economy in response to the COVID-19 outbreak, the launch of the Taiwan Oil Rescue Program, fuel oil industry customers can enjoy discounts on the purchase of oil, so that the price of fresh fuel oil significantly reduced, combined with the above reasons, operators have been inclined to use the price reduction of fresh fuel oil, resulting in the price of recycled fuel oil continues to fall, so that the original recovery system of waste lubricating oil market economy is facing challenges.
    This study through data consolidation and in-depth interviews learned that the current annual waste lubricating oil about 200,000 fair (about 180,000 metric tons) into the undeclared control of the free market, as secondary fuel oil, secondary lubricants and other secondary oils, mainly through simple processing into boiler recycled fuel oil. The "recycling economy" of waste lubricating oil recycled into primary renewable fuel oils is affected by the strict standard of boiler waste pollution and the impact of recycling access, and Taiwan government management units need to develop a "circular economy" management policy for waste lubricating oil recovery and reuse as high-value base oils, and recommend that the Taiwan government Once again, the waste lubricating oil are listed as "recyclable waste" in order to promote the "circular economy" and we look forward to the recovery and treatment of waste lubricating oil in Taiwan towards the "cradle-to-cradle" "circular economy" and "sustainable development" objectives.
    This study attempts to use SWOT strategy analysis tools to put the current domestic development strategy on waste lubricating oil "circular economy": "Building a sound and friendly waste lubricants recycling economy ecosystem" strategic issues of the advantages and disadvantages (S - W) and opportunity threats (O - T) in the present The internal conditions and external environment are evaluated and important stakeholders are interviewed to discuss the business model for the recycling and reuse of waste lubricating oil into high-value reuse products, so as to provide reference for the Taiwan Government as a follow-up waste lubricating oil management and strategy.
    Based on friendly environment, circular economic policy and successful experience abroad, it is proposed to guide and reward private operators to invest independently in the establishment of waste lubricating oil high-value reuse facilities, and combined with lubricant manufacturers, jointly develop high values of market competitiveness. Recycled lubricant products, in addition to reducing the consumption of petroleum raw materials, reduce carbon emissions, the construction of waste lubricating oil sound friendly circular economy ecosystem, by stakeholders united, the establishment of a friendly and sound ecological circle, to properly solve the waste lubricating oil de-chemical pipeline and sustainable development of energy resources, indeed by material flow recovery to replace fuel flow recovery "circular economy" objectives.
