    Title: 緬甸民主化時期的羅興亞問題
    The Rohingya Crisis in the Time of Myanmar Democratization

    Abstract: 本文以層次分析法探討羅興亞族群衝突,以倒U型理論分析為何在民主化時期羅興亞族群衝突越演越烈。透過回顧緬甸歷史,從英國殖民時代、第二次世界大戰與緬甸獨立、軍事威權、到民主化時期,藉由分析從地方、國家到國際的各個行為者彼此如何互動,探討導致族群衝突發生與惡化的原因。研究的行為者包含地方層面的激進佛教團體、若開邦地方政黨、阿拉干羅興亞救世軍;國家層面的全國民主聯盟、緬甸軍方和鞏固發展黨;以及在國際層面上,與羅興亞危機有所關聯的國家和國際組織。
    本文環繞兩個研究問題,第一個研究問題是「有哪些行為者和因素影響羅興亞族群衝突」?第二個研究問題是「為何在民主化的過程中,緬甸內部的族群關係,特別是和羅興亞人的關係反而惡化了」?本文認為,羅興亞族群衝突的惡化、和緬甸民主化的特殊憲政制度設計、民主化時期政治的鬆綁、以及政黨競爭的激烈關係密切。緬甸憲政制度讓軍方享有政治優勢,並在羅興亞族群衝突有主導權。政治開放導致激進佛教團體、地方政黨和民族主義興起。而民主化導致的政黨競爭,讓各黨忌憚民族主義反撲。
    In this thesis, the author uses levels-of-analysis to analyzes why the Rohingya crisis got worse in the time of democratization. By looking back at Myanmar’s history, from British colonial era, World War II and Burma’s independence, military authoritarian regime, to the period of democratization, the author attempts to study how various actors, from local, national and international, interact with each other, and why their relations deteriorate recently. These actors include radical Buddhist organizations, regional political parties in Rakhine State, the Arakan Rohingya Salvation Army (ARSA), the National League Democratic (NLD), Myanmar Military (Tatmadaw) and The Union Solidarity and Development Party (USDP).
    This thesis focuses on two research questions. The first research question is which actors and factors affect the conflict against the Rohingya people in Rakhine State? The second research question is why ethnic relations within Myanmar, particularly with the Rohingya, have deteriorated during democratization? The thesis argues that the causes of the Rohingya crisis are related to the 2008 Constitution that privileged the military, the openness of politics, and the intense competition of political parties during democratization. The 2008 Constitution allows the military to gain political advantages and dominant control of the Rohingya crisis. The openness of politics causes the rise of radical Buddhist organizations, regional parties and nationalism. The democratization and political competition makes political parties afraid of nationalism backlash.
