    Abstract: 圖書館資訊服務應照顧所有讀者,尤其對於資訊弱勢之身心障礙讀者更需要考量其使 用需求。資訊時代,各項資訊資源多以數位形式透過網際網路提供,肩負資訊典藏與終身 學習角色之圖書館,應該確保所提供之網站資訊可以滿足所有讀者之自由取用。 本研究主要目的在於檢測國立與公共圖書館網頁符合無障礙網頁程度,發掘圖書館網 頁設計問題,並瞭解身心障礙者對於圖書館網頁的使用經驗與滿意程度,同時分析網頁設 計者對於無障礙網頁設計與規範的認知,以綜合討論圖書館網頁未符合無障礙設計之處, 並探究設計者建置網頁與使用者期許落差的原因,從而提出圖書館網頁改善無障礙設計之 實務建議,達到圖書館資訊取用平等服務之目標。
    Library programs and services must be accessible to all people, including those people with disabilities. In information society, much information resides in digitalized form on the World Wide Web. Being an information repository and lifelong education roles, libraries shall ensure their web site and information system accessibility for all people. This study focuses on the accessibility of national and public libraries which are open access for all people. An automatic assessment tool, Freego 2.0, will be used to evaluate compliance with accessible web design guidelines for discovering the barriers of library web sites. The focus interviews of people with disability will be conducted to collect the use experience and opinions of users. The in-depth interview is also use to realize the problems of web designers for analyzing the gaps between guidelines and practical application. Finally, the conclusions and suggestions are proposed for web accessibility design, therefore libraries can meet the objective of equal access services.
