| Abstract: | 中國政府扶持半導體產業由來已久，具體的產業政策可以溯及1990年國務院所公布的908專項工程，這是中國政府首次提出明確的半導體產業政策與發展目標。為了加大對半導體產業的扶持力道，2014年6月國務院推出「國家集成電路產業發展推進綱要」，其中最受矚目的內容莫過於成立規模龐大的國家集成電路產業發展基金，提供中國業者豐沛的資金得以在國際間競相收購外國高科技公司，抑或透過高薪挖角獲得尖端技術與具備經驗的人力資源。然而即便2014年後，中國本土的晶圓代工企業受惠於大基金的資金奧援，仍不見其發展有追趕上先進國家的趨勢。從而本論文所提出的問題意識在於：究竟什麼因素限制了中國在晶圓代工產業的發展？國家主導的發展模式是否面臨了瓶頸？中國是否存在制度面上的缺陷或是不協調導致產業政策無法落實？ 本論文的分析架構從產業組織的角度切入，認為不協調（mismatch）是中國在發展晶圓代工產業遲遲未能見效的主因，而不協調的定義係指在發展產業過程中，產業內的參與者無法建立產業應有的產業組織。以晶圓代工產業為例，需要緊密合作的垂直分工生產模式，以因應代工業彈性高、變動快的產業特性，而中國代工產業的不協調源於產業政策以及既有的政治經濟體制對於產業結構的影響。包括以大企業為主的產業結構、地方政府之間的晉升競爭、設計部門與製造部門間的連結薄弱，都是產業組織形成的障礙，因此本論文認為欠缺適合的產業組織是影響中國的晶圓代工產業發展的主要因素。 |
