    Abstract: 翻譯是一件不容易的事。International regimes的中文翻譯有很多.本文作者認爲「國際建制」這個翻譯不夠清楚和精確。他們提出了許多的理由。由此可以看出不少的華人學者和專家對非常抽像的international regimes的理解並不完整。也因爲每一個regime是和國際關係中的某一個領域[(a given)area]暨議題(issue)[或者零碎的領域暨議題(fragmented issue areas)或者和幾個regimes有關的一個議題issue-regimes]有關,作者們認爲國際(泛)領域暨議題+至少15個核心元素[或者被客觀環境所逼迫/激發出來的具有規範性合作之國際(泛)領域暨議題]才比較接近國外學者和專家對international regimes的了解和認識。本文亦指出還有兩大問題要克服。
